6.2 Previous Studies<br />
<strong>Moira</strong> Industrial Land Review, 2004<br />
Maunsell Australia Pty Ltd conducted a review of the supply and demand for<br />
industrial land within the <strong>Moira</strong> <strong>Shire</strong>, including <strong>Cobram</strong>. In regard to<br />
commercial/business land, their report made the following recommendations to<br />
rezone the Industrial 1 zoned land to Business 4 Zone (refer Figure 9):<br />
− Land bound by the Murray Valley Highway and the railway to the south<br />
− Land occupying frontage along the northern side of the Highway; and<br />
− Land bound by the Highway, Broadway Street and north of the Business 3<br />
zoned land.<br />

<strong>Cobram</strong> Urban Design Framework 2005<br />
In July 2005 David Lock & Associates prepared an Urban Design Framework for<br />
<strong>Cobram</strong>. The findings and recommendations of this UDF have been accepted<br />
and adopted by the <strong>Council</strong> and generally by the community. As the study has<br />
only been recently completed, it will be relied upon by this <strong>Strategy</strong> <strong>Plan</strong>.<br />
In summary, the UDF captured the context of the <strong>Cobram</strong> town centre as follows:<br />
