<strong>Cobram</strong> <strong>Strategy</strong> <strong>Plan</strong><br />
2.2 <strong>Plan</strong>ning Policy Framework<br />
All land within the study area is governed by the <strong>Moira</strong> <strong>Plan</strong>ning Scheme. The<br />
components of the planning scheme applicable to strategic development of the<br />
study area are:<br />
− State <strong>Plan</strong>ning Policies;<br />
− The <strong>Moira</strong> Municipal Strategic Statement;<br />
− Land Use Zonings; and<br />
− Overlay Controls<br />
In addition to the relevant components of the <strong>Moira</strong> <strong>Plan</strong>ning Scheme, a number<br />
of policies and research reports have been prepared in recent years that may<br />
influence the future development of the study area. A review of the relevance of<br />
these policies and research reports to the <strong>Cobram</strong> Study Area has been<br />
undertaken and referenced throughout this <strong>Plan</strong>.<br />
2.2.1 State <strong>Plan</strong>ning Policy<br />
Clause 11 (Introduction, goals and principles) and Clause 14 (Settlement) of the<br />
<strong>Moira</strong> <strong>Plan</strong>ning Scheme are of particular note in planning for the strategic growth<br />
and development of <strong>Cobram</strong>.<br />
The principles of land use and development planning are addressed in Clause 11<br />
of the <strong>Moira</strong> <strong>Plan</strong>ning Scheme. In particular the Clause states ‘Society has various<br />
needs and expectations such as land for settlement, protection of the<br />
environment, economic well-being, various social needs, proper management of<br />
resources and infrastructure. <strong>Plan</strong>ning aims to meet these by addressing aspects<br />
of economic, environmental and social well-being affected by land use and<br />
development’. This <strong>Strategy</strong> <strong>Plan</strong> has been prepared to address the various<br />
needs of the <strong>Cobram</strong> community.<br />
State policy in relation to urban settlement (Clause 14.01 of the <strong>Moira</strong> <strong>Plan</strong>ning<br />
Scheme) states that planning authorities should plan to accommodate projected<br />
population growth over at least a ten year period. This <strong>Strategy</strong> <strong>Plan</strong> provides the<br />
planning framework for the next 15 – 20 years and aims to facilitate the orderly<br />
development of <strong>Cobram</strong>.<br />
2.2.2 Municipal Strategic Statement<br />
The <strong>Moira</strong> <strong>Shire</strong> Municipal Strategic Statement (MSS) provides the key strategic<br />
planning, land use and development objectives for the municipality and the<br />
strategies and actions for achieving those objectives. The <strong>Moira</strong> MSS promotes<br />
the objectives of planning in Victoria to the extent that State policies are<br />
applicable to the <strong>Moira</strong> <strong>Shire</strong>.<br />
The <strong>Moira</strong> MSS contains a number of references to <strong>Cobram</strong>. The MSS identifies<br />
<strong>Cobram</strong> as one of four of the <strong>Shire</strong>’s principle townships. <strong>Cobram</strong> is one of the<br />
fastest growing centres within the municipality with 134 house permits issued in a<br />
5 year period.<br />
