Criteria for Evaluation <strong>of</strong><br />
Financial Strength Score for the<br />
sole bidder/lead member <strong>of</strong> the<br />
consortium<br />
The Opera<strong>to</strong>r shall obtain all<br />
necessary approvals/ clearances<br />
from concerned authorities /<br />
departments, as applicable,<br />
including:<br />
1) DoT/ TEC/ TRAI/ BSNL for<br />
network installation and<br />
operations.<br />
2) From Wireless Planning<br />
Commission (WPC) wing and<br />
Standing Advisory Committee<br />
for Frequency Allocation<br />
(SACFA), as required, for use <strong>of</strong><br />
Radio/ Microwave/ Wireless<br />
links and/or any related<br />
equipment.<br />
3) From local authorities (like<br />
Municipalities, PWD, HPSEB<br />
etc.), as required, including<br />
laying their own cables, mast<br />
erection, etc.<br />
The criteria related <strong>to</strong> CAGR, Debt <strong>to</strong><br />
Equity ratio and DSCR are highly stringent<br />
and will curb the competition. Further, the<br />
risk <strong>to</strong> the project increases with these<br />
conditions as a high CAGR (<strong>of</strong> last 5 years)<br />
<strong>of</strong> 20% is possible mostly with the<br />
emerging companies and may not be<br />
possible with the well established mature<br />
companies.<br />
It is, therefore, requested <strong>to</strong> remove these<br />
criteria and have the established practices<br />
<strong>of</strong> evaluating the Net Worth and Turnover<br />
figures.<br />
In last few years, many <strong>of</strong> the PPP projects<br />
have failed just on account <strong>of</strong> the project<br />
not getting the necessary approvals /<br />
clearances. It has been realized that the<br />
most suitable party for this responsibility<br />
is government. Hence, it is requested that<br />
while all facilitation would be extended by<br />
the Opera<strong>to</strong>r, GSDMA will obtain and<br />
provide any necessary approvals /<br />
clearances for the Project.<br />
<strong>No</strong> Change<br />
GSDMA is responsible for VSAT<br />
and wireless lance and satellite<br />
phones. All other licenses /<br />
clearances are <strong>to</strong> be obtained by<br />
the opera<strong>to</strong>r. GSDMA will<br />
extend all possible help.
