Criteria for Evaluation of
Financial Strength Score for the
sole bidder/lead member of the
consortium
The Operator shall obtain all
necessary approvals/ clearances
from concerned authorities /
departments, as applicable,
including:
1) DoT/ TEC/ TRAI/ BSNL for
network installation and
operations.
2) From Wireless Planning
Commission (WPC) wing and
Standing Advisory Committee
for Frequency Allocation
(SACFA), as required, for use of
Radio/ Microwave/ Wireless
links and/or any related
equipment.
3) From local authorities (like
Municipalities, PWD, HPSEB
etc.), as required, including
laying their own cables, mast
erection, etc.
The criteria related to CAGR, Debt to
Equity ratio and DSCR are highly stringent
and will curb the competition. Further, the
risk to the project increases with these
conditions as a high CAGR (of last 5 years)
of 20% is possible mostly with the
emerging companies and may not be
possible with the well established mature
companies.
It is, therefore, requested to remove these
criteria and have the established practices
of evaluating the Net Worth and Turnover
figures.
In last few years, many of the PPP projects
have failed just on account of the project
not getting the necessary approvals /
clearances. It has been realized that the
most suitable party for this responsibility
is government. Hence, it is requested that
while all facilitation would be extended by
the Operator, GSDMA will obtain and
provide any necessary approvals /
clearances for the Project.
No Change
GSDMA is responsible for VSAT
and wireless lance and satellite
phones. All other licenses /
clearances are to be obtained by
the operator. GSDMA will
extend all possible help.
