E. SPECIAL USE PERMITS<br />

<strong>The</strong>se uses are allowed in the Commercial<br />

Zone with a Minor Special Use Permit and<br />

Coastal Permit. No Major Special Use Permits<br />

will be required for Commercial<br />

Zone uses. Minor Special Use Permits and<br />

Coastal Permits will be granted by the<br />

<strong>Plan</strong>ning Commission, and subject to an<br />

appeal to the <strong>City</strong> Council. <strong>The</strong> Special<br />

Use Permit process is outlined in Chapter<br />

86.55 <strong>of</strong> the <strong>City</strong> Zoning Ordinance. This<br />

Chapter also identifies specific design<br />

standards for automobile car wash, auto<br />

sales facilities, and veterinarian hospital<br />

uses. <strong>The</strong> Coastal Permit process is outlined<br />

in Chapter 86.70 <strong>of</strong> the Zoning<br />

Ordinance.<br />
