Viewing job exit rate and load for hosts<br />

Use bhosts to display the exception threshold for job exit rate and the current<br />

load value for hosts. For example, EXIT_RATE for hostA is configured as 4 jobs<br />

per minute. hostA does not currently exceed this rate:<br />
