1.4 The Foreign & Comm<strong>on</strong>wealth Office Definiti<strong>on</strong> of PD<br />
In 2005 Lord Cole’s review of British public diplomacy<br />
defined PD as ‘work aiming to inform and engage individuals<br />
and organizati<strong>on</strong>s overseas in order to improve understanding<br />
of and streng<str<strong>on</strong>g>the</str<strong>on</strong>g>n influence for <str<strong>on</strong>g>the</str<strong>on</strong>g> United Kingdom in a manner<br />
c<strong>on</strong>sistent with governmental medium and l<strong>on</strong>g-term goals.’ 5 The<br />
key comp<strong>on</strong>ent here was <str<strong>on</strong>g>the</str<strong>on</strong>g> definiti<strong>on</strong>’s emphasis <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> use of PD<br />
to serve policy goals. Today <str<strong>on</strong>g>the</str<strong>on</strong>g> FCO <strong>Public</strong> <strong>Diplomacy</strong> Group has<br />
an even more succinct working definiti<strong>on</strong> of public diplomacy as<br />
‘<str<strong>on</strong>g>the</str<strong>on</strong>g> process of achieving <str<strong>on</strong>g>the</str<strong>on</strong>g> U.K.’s Internati<strong>on</strong>al Strategic Priorities<br />
through engagement with <str<strong>on</strong>g>the</str<strong>on</strong>g> public overseas.’ 6<br />
Under this definiti<strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> generati<strong>on</strong> of strategic priorities<br />
becomes a key process. It should not be expected that each element<br />
within <str<strong>on</strong>g>the</str<strong>on</strong>g> public diplomacy apparatus should take an equal role in<br />
realizing every single priority. The British Council, for example, is<br />
more suited to serving an objective of engagement with <str<strong>on</strong>g>the</str<strong>on</strong>g> Islamic<br />
world as part of a counter-terrorist policy than assisting in combating<br />
illegal migrati<strong>on</strong>. But each element, n<strong>on</strong>e<str<strong>on</strong>g>the</str<strong>on</strong>g>less, has a role to<br />
play—within <str<strong>on</strong>g>the</str<strong>on</strong>g> limits of its respective editorial or operati<strong>on</strong>al<br />
independence—and n<strong>on</strong>e should be c<strong>on</strong>sidered exempt. The ideal<br />
situati<strong>on</strong> would see a coming toge<str<strong>on</strong>g>the</str<strong>on</strong>g>r of policy and apparatus with<br />
tasks that suit <str<strong>on</strong>g>the</str<strong>on</strong>g> timescale and approach of <str<strong>on</strong>g>the</str<strong>on</strong>g> PD actor in questi<strong>on</strong>.<br />
A policy which cannot be helped by <str<strong>on</strong>g>the</str<strong>on</strong>g> ethical journalism approach<br />
of <str<strong>on</strong>g>the</str<strong>on</strong>g> BBC World Service or two-way cultural engagement and<br />
relati<strong>on</strong>ship building of <str<strong>on</strong>g>the</str<strong>on</strong>g> British Council needs rethinking. By <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
same token <str<strong>on</strong>g>the</str<strong>on</strong>g> Treasury should questi<strong>on</strong> why revenues should be<br />
spent <strong>on</strong> activity which cannot be linked to foreign policy objectives.<br />
Listeners are being informed and relati<strong>on</strong>ships being built for a reas<strong>on</strong>.<br />
An awareness of policies—or <str<strong>on</strong>g>the</str<strong>on</strong>g> terms of this author’s definiti<strong>on</strong>:<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> priorities for <str<strong>on</strong>g>the</str<strong>on</strong>g> management of <str<strong>on</strong>g>the</str<strong>on</strong>g> internati<strong>on</strong>al envir<strong>on</strong>ment<br />
—is a prec<strong>on</strong>diti<strong>on</strong> for effective public diplomacy. This said <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
term ‘engagement’ within <str<strong>on</strong>g>the</str<strong>on</strong>g> definiti<strong>on</strong> is also significant. Effective<br />
engagement requires listening and feeding back, hence <str<strong>on</strong>g>the</str<strong>on</strong>g> apparatus
