next round of surveys. The surveys proved an effective mechanism<br />
for identifying discrepancies and local problems in <str<strong>on</strong>g>the</str<strong>on</strong>g> image of<br />
Switzerland. It seemed, for example, that exactly <str<strong>on</strong>g>the</str<strong>on</strong>g> qualities which<br />
Swiss valued about <str<strong>on</strong>g>the</str<strong>on</strong>g>mselves—<str<strong>on</strong>g>the</str<strong>on</strong>g>ir political system with its direct<br />
democracy, <str<strong>on</strong>g>the</str<strong>on</strong>g>ir modernity, <str<strong>on</strong>g>the</str<strong>on</strong>g>ir humanitarian commitment—were<br />
not understood overseas or not known about at all. There were<br />
local problems too. A survey in 2002 segmenting opini<strong>on</strong> am<strong>on</strong>g<br />
managers, politicians and <str<strong>on</strong>g>the</str<strong>on</strong>g> general populati<strong>on</strong> in selected countries<br />
revealed an anomalous spike of anti-Swiss feeling am<strong>on</strong>g <str<strong>on</strong>g>the</str<strong>on</strong>g> British<br />
political sample. Only 30% of <str<strong>on</strong>g>the</str<strong>on</strong>g> sample reported a positive<br />
attitude towards Switzerland when <str<strong>on</strong>g>the</str<strong>on</strong>g> average was 65%. Presence<br />
Switzerland investigated and found that <str<strong>on</strong>g>the</str<strong>on</strong>g> problem stemmed <str<strong>on</strong>g>from</str<strong>on</strong>g><br />
an identificati<strong>on</strong> between Switzerland and c<strong>on</strong>servatism, which in<br />
turn had grown <str<strong>on</strong>g>from</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Swiss embassy’s c<strong>on</strong>tinued sp<strong>on</strong>sorship<br />
of events for British C<strong>on</strong>servative Party-related groups for several<br />
years into <str<strong>on</strong>g>the</str<strong>on</strong>g> era of New Labour government. The Swiss embassy<br />
duly switched to funding organizati<strong>on</strong>s affiliated with <str<strong>on</strong>g>the</str<strong>on</strong>g> Labour<br />
government such as <str<strong>on</strong>g>the</str<strong>on</strong>g> Fabian Society, and <str<strong>on</strong>g>the</str<strong>on</strong>g> polls fell into line<br />
with <str<strong>on</strong>g>the</str<strong>on</strong>g> attitude towards Switzerland in o<str<strong>on</strong>g>the</str<strong>on</strong>g>r places.<br />
Analysis:<br />
PRS’s own data and independent research suggest that<br />
Switzerland successfully moved bey<strong>on</strong>d <str<strong>on</strong>g>the</str<strong>on</strong>g> crisis of <str<strong>on</strong>g>the</str<strong>on</strong>g> 1990s and<br />
returned to a positi<strong>on</strong> of respect in <str<strong>on</strong>g>the</str<strong>on</strong>g> internati<strong>on</strong>al firmament. The<br />
relative c<strong>on</strong>tributi<strong>on</strong>s of PRS as against <str<strong>on</strong>g>the</str<strong>on</strong>g> genuine reforms and<br />
work to set right wr<strong>on</strong>gs dating back to World War Two remains<br />
moot, but sound policy is <str<strong>on</strong>g>the</str<strong>on</strong>g> best public diplomacy in any case. It<br />
seems that a major part of <str<strong>on</strong>g>the</str<strong>on</strong>g> success of <str<strong>on</strong>g>the</str<strong>on</strong>g> Presence Switzerland<br />
approach has rested <strong>on</strong> careful selecti<strong>on</strong> of its targets. PRS operates<br />
principally in <str<strong>on</strong>g>the</str<strong>on</strong>g> developed world, allowing <str<strong>on</strong>g>the</str<strong>on</strong>g> Swiss Agency for<br />
Development and Cooperati<strong>on</strong> (SDC) to take <str<strong>on</strong>g>the</str<strong>on</strong>g> lead elsewhere.<br />
It has had some success in coordinating <str<strong>on</strong>g>the</str<strong>on</strong>g> internati<strong>on</strong>al efforts of<br />
stakeholders including business, local and regi<strong>on</strong>al government, and<br />
public relati<strong>on</strong>s researchers. It has remained separate <str<strong>on</strong>g>from</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r<br />
actors in Swiss nati<strong>on</strong> branding such as <str<strong>on</strong>g>the</str<strong>on</strong>g> state cultural agency
