exchanges and targeted grants. The mechanisms of peer-to-peer<br />

media which offer an obvious new way for ‘us’ to speak to ‘<str<strong>on</strong>g>the</str<strong>on</strong>g>m’<br />

could be used to give ‘<str<strong>on</strong>g>the</str<strong>on</strong>g>m’ a voice am<strong>on</strong>gst ‘our’ public.<br />

One recent case of foreign policy listening—albeit in a domestic<br />

c<strong>on</strong>text—is that of Canada’s posting of certain draft policy documents<br />

<strong>on</strong>line to allow interested citizens to c<strong>on</strong>tribute to <str<strong>on</strong>g>the</str<strong>on</strong>g>ir development.<br />

The experiment brought a feeling of engagement and ownership <strong>on</strong><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> part of resp<strong>on</strong>dents, and excellent suggesti<strong>on</strong>s and refinements to<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> policy documents so published.<br />

6.2 Advocacy, <str<strong>on</strong>g>from</str<strong>on</strong>g> global real-time news to an ideas-based<br />

PD<br />

One core problem of c<strong>on</strong>temporary advocacy is <str<strong>on</strong>g>the</str<strong>on</strong>g> disrupti<strong>on</strong><br />

of old news boundaries and cycles. Not <strong>on</strong>ly is a message crafted<br />

for Kansas heard in Kandahar, but a message <str<strong>on</strong>g>from</str<strong>on</strong>g> Kandahar has<br />

circled <str<strong>on</strong>g>the</str<strong>on</strong>g> globe several times before Kansas is awake. The prime<br />

method adopted to counter this effect has been to move <str<strong>on</strong>g>the</str<strong>on</strong>g> advocates<br />

closer to <str<strong>on</strong>g>the</str<strong>on</strong>g>ir target audiences so <str<strong>on</strong>g>the</str<strong>on</strong>g>y are resp<strong>on</strong>ding in <str<strong>on</strong>g>the</str<strong>on</strong>g> same<br />

news cycle (a classic example being <str<strong>on</strong>g>the</str<strong>on</strong>g> eventual deployment of a<br />

coaliti<strong>on</strong> spokesman in Islamabad to counter <str<strong>on</strong>g>the</str<strong>on</strong>g> advocacy of <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Taliban ambassador and spokesman Mullah Abdul Salem Zaeef).<br />

This blurring of boundaries has led to a sec<strong>on</strong>d problem, <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

penetrati<strong>on</strong> of domestic priorities into advocacy. This has produced<br />

messages for Kandahar crafted for Kansas and—to sustain <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

example—messages for Kandahar delivered with a public fanfare<br />

desired to impress Kansas with just how much was being d<strong>on</strong>e to<br />

win <str<strong>on</strong>g>the</str<strong>on</strong>g> war of ideas. There is no easy answer to this, but <strong>on</strong>e is to<br />

accept that overly-public public diplomacy is counter-productive, and<br />

c<strong>on</strong>sider a model of advocacy based not <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> advocacy of a state<br />

but of its policies and ideas. In an ideas-based public diplomacy, an<br />

idea, <strong>on</strong>ce cut free <str<strong>on</strong>g>from</str<strong>on</strong>g> its point of origin, is passed al<strong>on</strong>g peer-topeer<br />

networks and reproduced in <str<strong>on</strong>g>the</str<strong>on</strong>g> traditi<strong>on</strong>al media. The attenti<strong>on</strong><br />

of <str<strong>on</strong>g>the</str<strong>on</strong>g> advocate should <str<strong>on</strong>g>the</str<strong>on</strong>g>refore be applied to shaping an idea or<br />

argument such that it will become a meme (an idea, behavior, style
