Like all forms of communicati<strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> effectiveness of each form<br />
of PD hinges <strong>on</strong> credibility, but here <str<strong>on</strong>g>the</str<strong>on</strong>g> fields radically diverge. Each<br />
finds its sources of credibility in a different place and hence each<br />
ideally requires <str<strong>on</strong>g>the</str<strong>on</strong>g> appearance of a wholly different relati<strong>on</strong>ship to<br />
government in order to flourish. Internati<strong>on</strong>al broadcasters know<br />
that <str<strong>on</strong>g>the</str<strong>on</strong>g> impressi<strong>on</strong> of an editorial c<strong>on</strong>necti<strong>on</strong> to government runs<br />
counter to credibility; cultural organizati<strong>on</strong>s are able to flourish in<br />
places where a formal arm of <str<strong>on</strong>g>the</str<strong>on</strong>g> state would have no credibility and<br />
any hint of a c<strong>on</strong>necti<strong>on</strong> between psychological warfare and PD is so<br />
damaging that <str<strong>on</strong>g>the</str<strong>on</strong>g> whole subject is excluded <str<strong>on</strong>g>from</str<strong>on</strong>g> PD discussi<strong>on</strong>s.
