Both models have <str<strong>on</strong>g>the</str<strong>on</strong>g>ir limits but <str<strong>on</strong>g>the</str<strong>on</strong>g> centrifugal forces within <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

U.S. system, and especially <str<strong>on</strong>g>the</str<strong>on</strong>g> tensi<strong>on</strong>s between advocacy and<br />

mutuality-based exchange <strong>on</strong> <strong>on</strong>e hand and journalistically-based<br />

internati<strong>on</strong>al broadcasting <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r proved wasteful and often<br />

crippling. While an element of strategic directi<strong>on</strong> is necessary to<br />

maximize <str<strong>on</strong>g>the</str<strong>on</strong>g> utility of public diplomacy for <str<strong>on</strong>g>the</str<strong>on</strong>g> state which is picking<br />

up <str<strong>on</strong>g>the</str<strong>on</strong>g> bill, this has to be handled with care to avoid compromising<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> perceived integrity of each element of PD work.<br />

3.1 The Golden Rule of <strong>Public</strong> <strong>Diplomacy</strong><br />

The most potent voice for an internati<strong>on</strong>al actor is not what it<br />

says but what it does, and history is full of examples of internati<strong>on</strong>al<br />

actors who found <str<strong>on</strong>g>the</str<strong>on</strong>g> best PD to be no substitute for a bad policy.<br />

Hence, <str<strong>on</strong>g>the</str<strong>on</strong>g> most important link in any PD structure is that which<br />

c<strong>on</strong>nects research to policymaking and ensures that <str<strong>on</strong>g>the</str<strong>on</strong>g> impact of<br />

an actor’s decisi<strong>on</strong>s <strong>on</strong> foreign opini<strong>on</strong> is weighed in <str<strong>on</strong>g>the</str<strong>on</strong>g> foreign<br />

policy process. There is also a need to coordinate between each<br />

element and elements whose role could be c<strong>on</strong>sidered ‘PD by deed’<br />

such as an internati<strong>on</strong>al development agency. It is possible for good<br />

policies to make no difference to a nati<strong>on</strong>’s ‘soft power’ if <str<strong>on</strong>g>the</str<strong>on</strong>g>y<br />

are not publicized or coordinated with PD. This was, at times, <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

fate of some U.K. aid projects run by Department of Internati<strong>on</strong>al<br />

Development. 13
