18 <strong>Public</strong> <strong>Diplomacy</strong><br />
2.1 Listening<br />
While most of <str<strong>on</strong>g>the</str<strong>on</strong>g> elements of PD are presented here in no<br />
particular order, <str<strong>on</strong>g>the</str<strong>on</strong>g> choice of <str<strong>on</strong>g>the</str<strong>on</strong>g> first is deliberate, for it precedes<br />
all successful public diplomacy: Listening. Listening is an actor’s<br />
attempt to manage <str<strong>on</strong>g>the</str<strong>on</strong>g> internati<strong>on</strong>al envir<strong>on</strong>ment by collecting<br />
and collating data about publics and <str<strong>on</strong>g>the</str<strong>on</strong>g>ir opini<strong>on</strong>s overseas and<br />
using that data to redirect its policy or its wider public diplomacy<br />
approach accordingly. This has traditi<strong>on</strong>ally been an element of each<br />
c<strong>on</strong>stituent practice of public diplomacy, with advocacy, cultural<br />
diplomacy, exchange and broadcasting agencies each attending to<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g>ir own audience and opini<strong>on</strong> research. Informati<strong>on</strong> <strong>on</strong> foreign<br />
public opini<strong>on</strong> has also been ga<str<strong>on</strong>g>the</str<strong>on</strong>g>red as part of <str<strong>on</strong>g>the</str<strong>on</strong>g> regular functi<strong>on</strong><br />
of c<strong>on</strong>venti<strong>on</strong>al diplomacy and intelligence work. In its most basic<br />
form this covers an event whereby an internati<strong>on</strong>al actor seeks<br />
out a foreign audience and engages <str<strong>on</strong>g>the</str<strong>on</strong>g>m by listening ra<str<strong>on</strong>g>the</str<strong>on</strong>g>r than<br />
by speaking, a phenomen<strong>on</strong> which is much promised but seldom<br />
performed. It is comm<strong>on</strong> to see public diplomacy resp<strong>on</strong>ding to<br />
shifts in internati<strong>on</strong>al opini<strong>on</strong>; cases of listening or structured<br />
opini<strong>on</strong> m<strong>on</strong>itoring shaping <str<strong>on</strong>g>the</str<strong>on</strong>g> highest levels of policy are harder to<br />
find. The holy grail of public diplomats is to be, in <str<strong>on</strong>g>the</str<strong>on</strong>g> famous words<br />
of USIA director Edward R. Murrow, ‘in <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> take-offs’ of policy<br />
ra<str<strong>on</strong>g>the</str<strong>on</strong>g>r than just ‘<str<strong>on</strong>g>the</str<strong>on</strong>g> crash landings.’ While systematic assessments<br />
of foreign opini<strong>on</strong> are modern, <str<strong>on</strong>g>the</str<strong>on</strong>g> state of a neighbour’s morale<br />
has been a feature of intelligence reports as l<strong>on</strong>g as <str<strong>on</strong>g>the</str<strong>on</strong>g>re have been<br />
spies. 7 No state has made resp<strong>on</strong>ding to internati<strong>on</strong>al opini<strong>on</strong> central<br />
to its diplomacy or even its public diplomacy, but Switzerland has<br />
made some interesting experiments in <str<strong>on</strong>g>the</str<strong>on</strong>g> field.<br />
2.2 Advocacy<br />
Advocacy in <strong>Public</strong> <strong>Diplomacy</strong> may be defined as an actor’s<br />
attempt to manage <str<strong>on</strong>g>the</str<strong>on</strong>g> internati<strong>on</strong>al envir<strong>on</strong>ment by undertaking an<br />
internati<strong>on</strong>al communicati<strong>on</strong> activity to actively promote a particular<br />
policy, idea or that actor’s general interests in <str<strong>on</strong>g>the</str<strong>on</strong>g> minds of a foreign
