6.3 Cultural <strong>Diplomacy</strong>: Diasporas and <str<strong>on</strong>g>the</str<strong>on</strong>g> potential of <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

If cultural diplomacy is c<strong>on</strong>ceived in its most basic terms as an<br />
internati<strong>on</strong>al actor’s attempt to manage <str<strong>on</strong>g>the</str<strong>on</strong>g> internati<strong>on</strong>al envir<strong>on</strong>ment<br />
by facilitating cultural transmissi<strong>on</strong> across an internati<strong>on</strong>al<br />
boundary, <str<strong>on</strong>g>the</str<strong>on</strong>g>re are many ways to do this besides teaching <strong>on</strong>e’s<br />
language, organizing an exhibiti<strong>on</strong> or sending a play <strong>on</strong> tour. The<br />
obvious missing dimensi<strong>on</strong> is attenti<strong>on</strong> to <str<strong>on</strong>g>the</str<strong>on</strong>g> interpers<strong>on</strong>al level of<br />
communicati<strong>on</strong> and <str<strong>on</strong>g>the</str<strong>on</strong>g> people whose lives cross <str<strong>on</strong>g>the</str<strong>on</strong>g> internati<strong>on</strong>al<br />
boundaries who carry messages whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r internati<strong>on</strong>al actors like it<br />
or not.<br />
Two major groups which have been used historically for<br />
interpers<strong>on</strong>al work in public diplomacy are refugees and diasporas.<br />
During World War Two <str<strong>on</strong>g>the</str<strong>on</strong>g> British Council operated a home divisi<strong>on</strong><br />
to help refugees learn more about <str<strong>on</strong>g>the</str<strong>on</strong>g>ir haven. A generati<strong>on</strong> of<br />
Poles and Czechs learned both <str<strong>on</strong>g>the</str<strong>on</strong>g> English language and English<br />
political values through British Council classes before returning to<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g>ir homelands. They were fated not to be <str<strong>on</strong>g>the</str<strong>on</strong>g> vanguard of intra-
