Japanese diplomats routinely use <str<strong>on</strong>g>the</str<strong>on</strong>g> term ‘exchange’ to refer to <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

entire world of public diplomacy.<br />

2.5 Internati<strong>on</strong>al Broadcasting (News)<br />

Internati<strong>on</strong>al broadcasting (IB) is an actor’s attempt to manage<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> internati<strong>on</strong>al envir<strong>on</strong>ment by using <str<strong>on</strong>g>the</str<strong>on</strong>g> technologies of radio,<br />

televisi<strong>on</strong> and Internet to engage with foreign publics. Commercial<br />

internati<strong>on</strong>al broadcasting may still be regarded as PD, but it is PD<br />

for <str<strong>on</strong>g>the</str<strong>on</strong>g> corporate parent, which can warp its output or insist <strong>on</strong> rigid<br />

objectivity according to its desired ends. Both commercial and statefunded<br />

IB can affect <str<strong>on</strong>g>the</str<strong>on</strong>g> terrain <strong>on</strong> which all PD is practiced: witness<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> rise of Al Jazeera in <str<strong>on</strong>g>the</str<strong>on</strong>g> late 1990s. IB work as practiced by states<br />

can overlap with all <str<strong>on</strong>g>the</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r PD functi<strong>on</strong>s including listening in<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> m<strong>on</strong>itoring/audience research functi<strong>on</strong>s, advocacy/informati<strong>on</strong><br />

work in editorials or policy broadcasts, cultural diplomacy in its<br />

cultural c<strong>on</strong>tent and exchanges of programming and pers<strong>on</strong>nel with<br />

o<str<strong>on</strong>g>the</str<strong>on</strong>g>r broadcasters. The technological requirements of internati<strong>on</strong>al<br />

broadcasting are such that <str<strong>on</strong>g>the</str<strong>on</strong>g> practice is usually instituti<strong>on</strong>ally<br />

separate <str<strong>on</strong>g>from</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r <strong>Public</strong> <strong>Diplomacy</strong> functi<strong>on</strong>s, but <str<strong>on</strong>g>the</str<strong>on</strong>g> best reas<strong>on</strong><br />

for c<strong>on</strong>sidering internati<strong>on</strong>al broadcasting as a parallel practice apart<br />

<str<strong>on</strong>g>from</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> rest of PD is <str<strong>on</strong>g>the</str<strong>on</strong>g> special structural and ethical foundati<strong>on</strong> of<br />

its key comp<strong>on</strong>ent: News.<br />

Historically, <str<strong>on</strong>g>the</str<strong>on</strong>g> most potent element of IB has been its use<br />

of news, especially when that news is objective. This aligned <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

entire practice of IB with <str<strong>on</strong>g>the</str<strong>on</strong>g> ethical culture of domestic broadcast<br />

journalism, and turned IB into a mechanism for diffusing this culture.<br />

Some IB has sought to use alternative ethical sources and models<br />

for its c<strong>on</strong>tent, as with <str<strong>on</strong>g>the</str<strong>on</strong>g> Arab state-funded religious broadcasting.<br />

Here <str<strong>on</strong>g>the</str<strong>on</strong>g> broadcasts were judged according to religiously-based<br />

ethics. The aim was not so much proselytizing for Islam as boosting<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> image of <str<strong>on</strong>g>the</str<strong>on</strong>g> state by associating it with a worthy activity.<br />

While IB proper dates <strong>on</strong>ly <str<strong>on</strong>g>from</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> mid-1920s (with <str<strong>on</strong>g>the</str<strong>on</strong>g> Soviet<br />
