<str<strong>on</strong>g>Less<strong>on</strong>s</str<strong>on</strong>g> <str<strong>on</strong>g>from</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Past</str<strong>on</strong>g> 57<br />

The foregoing analysis c<strong>on</strong>firms <str<strong>on</strong>g>the</str<strong>on</strong>g> enduring significance of<br />

public diplomacy in internati<strong>on</strong>al relati<strong>on</strong>s and <str<strong>on</strong>g>the</str<strong>on</strong>g> essential wisdom<br />

of <str<strong>on</strong>g>the</str<strong>on</strong>g> disaggregated British structure. It has separated <str<strong>on</strong>g>the</str<strong>on</strong>g> elements<br />

into a basic tax<strong>on</strong>omy of equally significant functi<strong>on</strong>s, but argued that<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> historically neglected listening functi<strong>on</strong> does deserve a special<br />

status as <str<strong>on</strong>g>the</str<strong>on</strong>g> starting point for public diplomacy. It has highlighted<br />

some of <str<strong>on</strong>g>the</str<strong>on</strong>g> present trends in technology and <str<strong>on</strong>g>the</str<strong>on</strong>g> internati<strong>on</strong>al<br />

envir<strong>on</strong>ment in which PD must work, and shown how <str<strong>on</strong>g>the</str<strong>on</strong>g> past can<br />

illuminate <str<strong>on</strong>g>the</str<strong>on</strong>g> road for those navigating this new world. The rise<br />

of <str<strong>on</strong>g>the</str<strong>on</strong>g> network society creates more opportunities than it closes for<br />

PD, especially if <str<strong>on</strong>g>the</str<strong>on</strong>g> public diplomat is mindful of <str<strong>on</strong>g>the</str<strong>on</strong>g> limitati<strong>on</strong>s of<br />

his or her craft and <str<strong>on</strong>g>the</str<strong>on</strong>g> necessity for thinking in terms of building<br />

relati<strong>on</strong>ships. These relati<strong>on</strong>ships, which transmit <str<strong>on</strong>g>the</str<strong>on</strong>g> ideas thought<br />

necessary for policy, must also carry back resp<strong>on</strong>ses necessary to<br />

adjust that policy and steer towards a shared future.<br />

This report has merely touched <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> reserve of accumulated<br />

wisdom and experience locked in <str<strong>on</strong>g>the</str<strong>on</strong>g> past experience of PD. The field<br />

presently lacks a basic compendium of successful and unsuccessful<br />

cases which could be used as a ‘<strong>Public</strong> <strong>Diplomacy</strong> Playbook’ by its<br />

practiti<strong>on</strong>ers. Compiling such a work would be a straightforward task<br />

for <str<strong>on</strong>g>the</str<strong>on</strong>g> FCO and internati<strong>on</strong>al partners to accomplish in c<strong>on</strong>juncti<strong>on</strong><br />

with a willing academic instituti<strong>on</strong>. Sharing this accumulated<br />

experience would be an effective way of empowering those target<br />

countries whose PD voices could enhance <str<strong>on</strong>g>the</str<strong>on</strong>g> global c<strong>on</strong>versati<strong>on</strong>.
