5.4 Exchange: The Case of Sayed Qutb, 1948<br />

<str<strong>on</strong>g>Less<strong>on</strong>s</str<strong>on</strong>g> <str<strong>on</strong>g>from</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Past</str<strong>on</strong>g> 45<br />

Advocates of public diplomacy frequently speak as though all<br />

that is necessary is for a foreigner to be admitted to <str<strong>on</strong>g>the</str<strong>on</strong>g> country<br />

<strong>on</strong> an exchange program for <str<strong>on</strong>g>the</str<strong>on</strong>g> scales to fall <str<strong>on</strong>g>from</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir eyes and<br />

for understanding to dawn. This is not <str<strong>on</strong>g>the</str<strong>on</strong>g> case. While empirical<br />

studies suggest a str<strong>on</strong>g correlati<strong>on</strong> between exchange experiences<br />

and internati<strong>on</strong>al understanding, <str<strong>on</strong>g>the</str<strong>on</strong>g>re are important excepti<strong>on</strong>s.<br />

Perhaps <str<strong>on</strong>g>the</str<strong>on</strong>g> most famous is that of Sayed Qutb, <str<strong>on</strong>g>the</str<strong>on</strong>g> Egyptian writer<br />

who spent 1948 in Colorado as an exchange visitor studying <str<strong>on</strong>g>the</str<strong>on</strong>g> U.S.<br />

educati<strong>on</strong> system. He was appalled by what he saw: c<strong>on</strong>sumerism<br />

and lasciviousness run amok. On his return to Egypt he became<br />

a founder of <str<strong>on</strong>g>the</str<strong>on</strong>g> Muslim Bro<str<strong>on</strong>g>the</str<strong>on</strong>g>rhood and a major voice warning<br />

against <str<strong>on</strong>g>the</str<strong>on</strong>g> coming corrupti<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> west. Analysts of Qutb’s career<br />

have argued that he held unsympa<str<strong>on</strong>g>the</str<strong>on</strong>g>tic views about <str<strong>on</strong>g>the</str<strong>on</strong>g> U.S. before<br />

his exchange experiences, but it seems clear that <str<strong>on</strong>g>the</str<strong>on</strong>g> experience<br />

amplified <str<strong>on</strong>g>the</str<strong>on</strong>g>se and perhaps motivated him to greater militancy. The<br />

fact that he had actually been to <str<strong>on</strong>g>the</str<strong>on</strong>g> U.S. also enhanced his credibility<br />

when talking to countrymen who could not dream of visiting. The<br />

role of <str<strong>on</strong>g>the</str<strong>on</strong>g> students <str<strong>on</strong>g>from</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> ‘Hamburg cell’ in <str<strong>on</strong>g>the</str<strong>on</strong>g> 9/11 plot is a<br />

reminder of <str<strong>on</strong>g>the</str<strong>on</strong>g> danger that without support, <str<strong>on</strong>g>the</str<strong>on</strong>g> exchange student<br />

can draw <str<strong>on</strong>g>the</str<strong>on</strong>g> ‘wr<strong>on</strong>g c<strong>on</strong>clusi<strong>on</strong>s’ <str<strong>on</strong>g>from</str<strong>on</strong>g> a PD point of view and<br />

retreat into an echo chamber of prejudice ra<str<strong>on</strong>g>the</str<strong>on</strong>g>r than advance into<br />

a new understanding. The less<strong>on</strong>s of Qutb and Hamburg are that<br />

exchange students need support and m<strong>on</strong>itoring, and that exposure to<br />

a country’s culture may have unintended c<strong>on</strong>sequences. Interventi<strong>on</strong><br />

to improve <str<strong>on</strong>g>the</str<strong>on</strong>g> experience of exchange students and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r visitors<br />

through visa reform, and even reminding <str<strong>on</strong>g>the</str<strong>on</strong>g> travel industry and<br />

citizen groups of <str<strong>on</strong>g>the</str<strong>on</strong>g>ir duties as host, would also mitigate <str<strong>on</strong>g>the</str<strong>on</strong>g> risks of<br />

an exchange having a counter-productive effect.
