agencies with a firewall between <str<strong>on</strong>g>the</str<strong>on</strong>g>mselves and central government<br />

The next generati<strong>on</strong> of software will greatly enhance <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
possibility for exchanges using not <strong>on</strong>ly virtual worlds but social<br />
networking sites like MySpace and Facebook. Google and<br />
Microsoft are well advanced in developing technology that will<br />
allow translati<strong>on</strong> of spoken and written languages in real time much<br />
more effectively than anything that has been previously available.<br />
Again, <strong>on</strong>e implicati<strong>on</strong> of this is to refocus <str<strong>on</strong>g>the</str<strong>on</strong>g> priority of <str<strong>on</strong>g>the</str<strong>on</strong>g> public<br />
diplomat <strong>on</strong> improving c<strong>on</strong>nectivity am<strong>on</strong>g target groups<br />
6.5 Internati<strong>on</strong>al Broadcasting in <str<strong>on</strong>g>the</str<strong>on</strong>g> era of YouTube<br />
Internati<strong>on</strong>al broadcasting has had its own set of challenges in<br />
recent years. Commercial channels now compete with <str<strong>on</strong>g>the</str<strong>on</strong>g> old statebased<br />
providers; new media offer both new mechanisms to access<br />
old services, and make alternatives readily available. While <str<strong>on</strong>g>the</str<strong>on</strong>g>re is<br />
still a place for <str<strong>on</strong>g>the</str<strong>on</strong>g> traditi<strong>on</strong>al services, including shortwave services<br />
to those porti<strong>on</strong>s of <str<strong>on</strong>g>the</str<strong>on</strong>g> world with minimal Internet c<strong>on</strong>nectivity,<br />
internati<strong>on</strong>al broadcasters need to resp<strong>on</strong>d creatively to <str<strong>on</strong>g>the</str<strong>on</strong>g> new<br />
world and guard against preserving old practices and approaches for<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g>ir own sakes. One approach is to c<strong>on</strong>sider <str<strong>on</strong>g>the</str<strong>on</strong>g> objective of <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
particular internati<strong>on</strong>al broadcasting activity. If it has a developmental<br />
objective, such as democratizati<strong>on</strong>, sustained broadcasting by an<br />
external surrogate might at some point stifle indigenous voices in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
target country. The emergence of coordinati<strong>on</strong> between internati<strong>on</strong>al<br />
broadcasting and development with bodies like <str<strong>on</strong>g>the</str<strong>on</strong>g> World Service<br />
Trust is a step in <str<strong>on</strong>g>the</str<strong>on</strong>g> right directi<strong>on</strong>. It is also interesting to note<br />
that some internati<strong>on</strong>al broadcasters allow <str<strong>on</strong>g>the</str<strong>on</strong>g>ir foreign language<br />
branches to act as de facto overseas bureaus for <str<strong>on</strong>g>the</str<strong>on</strong>g> local broadcaster<br />
in <str<strong>on</strong>g>the</str<strong>on</strong>g> target country.<br />
One of <str<strong>on</strong>g>the</str<strong>on</strong>g> most encouraging recent developments is <str<strong>on</strong>g>the</str<strong>on</strong>g> rise of<br />
truly interactive programming in internati<strong>on</strong>al broadcasting. The<br />
