On August 8,accordingly, Linlithgow stated that he would invite a number of Indians to joinhis Executive Council and establish a War Advisory Council to meet regularly,but, in the paraphrase of Lord Pethick-Lawrence who became Secretary ofState for India in 1945, 'Britain could not divest herself of the responsibilitieswhich her long association with India had imposed on her.
