facility will need to increase staffing to respond to facility maintenance issues morequickly.During the interviews with facility staff, the following recommendations regarding theCarlton WTF were suggested:• Increase capacity by increasing voltage, thereby obtaining greater TDS removal. Thiswould allow some water to be bypassed and blended. Installation of a bypass pipewould be required to consider this option.• Current domestic irrigation days (Sunday and Tuesday) create significantly higherdemands, especially during dry periods. Facility staff suggested moving towards aMonday through Friday watering program to spread the watering demand over moredays and to equalize demand. This could be done based on the last digit ofaddresses (0 and 1 on Monday, 2 and 3 on Tuesday, etc.).• A high-pressure blowoff or air release valve would be helpful in the two EDR headers.2.3.2 Venice Gardens Water Treatment FacilityThe Venice Gardens WTF and Jacaranda Wellfield are located in the southwestern portionof the County, just east of Jacaranda Boulevard and north of Indian Hills Boulevard. TheWTF and wellfield were bought from Southern States Utilities in December 1994 to increasewater supply in the County’s southern areas. The facility was operated by the County until1996, at which time it was taken offline since the Carlton facility had been brought onlineand was able to provide sufficient supply to the southern areas of the County. The VeniceGardens WTF remained in a standby mode for approximately six years. As the County’sdemand increased and in order to utilize the County’s existing WUP, part of the facility wasupgraded and brought back online in July of 2002. The current membrane system operatesat approximately 50% recovery and has a capacity of approximately 750,000 gallons perday. Figure 2.6 indicates that the average monthly production at the Venice Gardens WTFhas varied from approximately 130,000 to 280,000 gallons per day since the facility wasbrought back online in 2002 with an average production of 167,000 gallons per daythroughout this time.The Jacaranda Wellfield is comprised of 7 active wells with an average daily permittedpumping capacity of 4.43 mgd. The peak month permitted capacity is 4.47 mgd.
