• The discharge flow meter assembly failed and was removed from Pump Station No. 1(located at the University WTF site) a few years ago. The pressure transmitterequipment is still installed, and facility staff are investigating a new meter assemblyfor this location. This meter would provide the total flow discharged from PumpStation No. 1.• The degasification tower will be replaced soon due to structural failure. Thisreplacement will address the immediate need to allow continued operation of thefacility; however, additional upgrades will be made to chemical feed systems andother facility components in the future.2.3.3.6 Summary of Key Operational and Infrastructure IssuesDuring interviews with facility staff, several operational and infrastructure issues wereidentified. Notes from visits with University WTF and water distribution system staff areincluded in Appendix F. The following points summarize the problems at University WTFthat were identified by facility staff:• The degasification system must be taken offline to be cleaned approximately onceevery three months. The manual clean takes approximately 2 days and the UniversityWellfield must be taken offline during cleaning. An upgrade to this treatment processis recommended.• The disinfection and finished water storage infrastructure cause poor mixinghydraulics in the ground storage tank. Further investigation should be conducted toconfirm that primary disinfection requirements are being met and that optimum mixingand chloramine formation is taking place. Facility staff stated that the waterdistribution system is operated to keep the level in the University Ground StorageTank (Ground Storage Tank #1) between 25 and 29 feet due to poor mixingconditions and fear of short-circuiting.• The delivery of water treatment chemicals poses a sizeable challenge at theUniversity WTF. The delivery facilities are difficult to maneuver due to the narrowdriveway and lack of turnaround space, and trucks must back into the WTF site fromUniversity Parkway. This could be remedied by constructing a turnaround areasomewhere on the facility site, potentially in the area of the existing drainfield if thefacility can be connected to the County’s sanitary sewer system.2.4 WATER TRANSMISSION SYSTEMThe water distribution system is an important component of the County’s water supply.
