4.3 Impact of NBSAPs and related sectoral and cross-sectoral plans <strong>on</strong>achieving goals and objectives of the Strategic PlanThe preparati<strong>on</strong> of the BCAP and Addendum helped to highlight biodiversity c<strong>on</strong>servati<strong>on</strong> am<strong>on</strong>g sectoral organisati<strong>on</strong>sc<strong>on</strong>siderably. Despite the lack of a special mechanism to implement these recommendati<strong>on</strong>s, their presence hasinfluenced much of sectoral, and some cross-sectoral plans and programmes and achieving goals and objectives of thestrategic plan at the in-country level.The major systemic and broad instituti<strong>on</strong>al capacity needs for biodiversity c<strong>on</strong>servati<strong>on</strong> are identified in the FSMP. theNEAP and the CZMP were incorporated into the BCAP of 1999; thereby underlining their importance.• The Nati<strong>on</strong>al Envir<strong>on</strong>mental Acti<strong>on</strong> Plan is updated periodically, The current NEAP (Termed Caring for theEnvir<strong>on</strong>ment 2003-2007, Path to Sustainable Development) identifies biodiversity c<strong>on</strong>servati<strong>on</strong> as a cross-sectoralacti<strong>on</strong> <strong>on</strong> natural resource management. It also reiterates the importance of implementing the BCAP in toto.• The relevant BCAP recommendati<strong>on</strong>s have been incorporated into the current CZMP of 2004 which is updatedperiodically according to the Coast c<strong>on</strong>servati<strong>on</strong> Act.• The Forestry Sector Mater Plan of 1995 has a chapter <strong>on</strong> biodiversity c<strong>on</strong>servati<strong>on</strong> in the forestry sector (i.e.including the geographic areas under the Department of Wildlife C<strong>on</strong>servati<strong>on</strong>).• The Nati<strong>on</strong>al Agricultural Research Plan (2002-2008 incorporated BCAP recommendati<strong>on</strong>s.• The policies, plans and programmes in the forestry and wildlife sub-sectors have c<strong>on</strong>sidered biodiversityc<strong>on</strong>servati<strong>on</strong> requirements.In c<strong>on</strong>trast, officials of development agencies (i.e. those in n<strong>on</strong>-c<strong>on</strong>servati<strong>on</strong> oriented agencies such as irrigati<strong>on</strong> andmining engineers, BOI officials, tourism planners, etc.) have inadequate knowledge of the technical aspects governingbiodiversity issues and envir<strong>on</strong>mental laws and policies. Hence they cannot c<strong>on</strong>tribute positively for implementati<strong>on</strong> ofbiodiversity plans and policies. Likewise the involvement of the private sector in the various aspects of biodiversityc<strong>on</strong>servati<strong>on</strong> and sustainable use is poor.
