Togetherwith the 1988 amendment, the CCAprovides the legal foundation foractivities in the Coastal Zone.The National Coastal Zone ManagementPlan (CZMP) is the main instrument thatinfluences implementation ofprogrammes and enforcement in theCoastal Zone. Initially prepared in 1991,this is updated periodically by the CCD.All relevant recommendations in SriThe Protected Area Management andWildlife Conservation (PAM&WC) Project 15was relevant for Articles 8, 10, 11, 12, 13.The Wetland Conservation Project (WCP)Phase I initiated by the CEA in 1991heralded significant measures for theconservation of wetlands in the island, andwas instrumental in prioritizing wetlands forconservation and management. Thisinvolved identification of 84 key wetlandsites; carrying out site surveys and preparingsite reports for 26 wetlands of which ten arealso management plans (Article 8b). Theseplans envisage a sustained yield of multiplebenefits with minimum resource useconflicts within a framework of preservingthe ecological, cultural and social values ofthe wetlands.The project also created public awarenesson wetlands and their values (Article 13),developed methodologies for conservation,setting up a digital database on wetlands(Article 7d), developed a wetland evaluationsystem, and formulated criteria for selectionof wetlands for total conservation.The Integrated Resource ManagementProject (IRMP) focused on two selectedwetlands (Muthurawela Marsh and theNegombo Lagoon) on pilot scaleimplementation of Management Plans. SomeSAM sites under the CCD were also identifiedas wetland sites requiring conservation andmanagement ((Article 8).The Coastal Resources ManagementProject (CRMP) 15 with funds from the ADBand the Government of the Netherlands(addresses Article 8 and 7) carried outmapping of coastal habitats and sites ofarchaeological, historical and scenic value;and addressed erosion management andcontrolling of coastal water pollution,habitat conservation, identification ofcoastal land use patterns, and identifiedcoastal sites for future development..15 see details in Appendix IVFourth National Report to the CBD: Sri Lanka 63
