They are listed in Table 3.1. Apart fromthe main sectoral instituti<strong>on</strong>s that are directly mandated with biodiversity c<strong>on</strong>servati<strong>on</strong>, many others such as theMinistry dealing with Fisheries, the Department of Fisheries and Aquatic Resources (DFAR), the Department ofAgriculture (DOA) and the instituti<strong>on</strong>s that functi<strong>on</strong> under it, the Department of Animal Producti<strong>on</strong> and Health (DAPH)that deals with livestock, the Urban Development Authority (UDA) and the Sri Lanka Land Reclamati<strong>on</strong> & DevelopmentCorporati<strong>on</strong> (SLLRDC) also play a c<strong>on</strong>siderable role in biodiversity c<strong>on</strong>servati<strong>on</strong> through their respective mandates. Theministry dealing with policy planning and implementati<strong>on</strong> is the key agency resp<strong>on</strong>sible for formulati<strong>on</strong> of nati<strong>on</strong>aldevelopment policies. The Nati<strong>on</strong>al Planning Department is under this ministry, and deals with policy planning andimplementati<strong>on</strong>. It also plays a str<strong>on</strong>g role in the development of the nati<strong>on</strong>al medium-term macroec<strong>on</strong>omicframework and sectoral programmes that have an impact <strong>on</strong> biodiversity c<strong>on</strong>servati<strong>on</strong>.Networking that worked in the 1990sThe ministry of envir<strong>on</strong>ment established and maintained a network of mid level Biodiversity Liais<strong>on</strong> Officers in allstakeholder ministries, departments and agencies to facilitate the preparati<strong>on</strong> of the BCAP during the mid 1990s. Throughthis network, as well as regular c<strong>on</strong>sultati<strong>on</strong>s with network members, the ministry kept stakeholder agencies interested inthe BCAP process. These officers were trained in skills required for biodiversity c<strong>on</strong>servati<strong>on</strong> through the Biodiversity SkillsEnhancement Project (BSEP) that involved several field visits. In additi<strong>on</strong>, the ministry c<strong>on</strong>ducted a series of awarenessprogrammes for state officials at various levels, commencing with the Secretaries of Ministries. This ensured wideparticipati<strong>on</strong> in the BCAP preparati<strong>on</strong> process. However, due to the c<strong>on</strong>siderable time lag between preparati<strong>on</strong>s of thedraft BCAP and its publicati<strong>on</strong>, the lack of an effective communicati<strong>on</strong> strategy to involve the stakeholders in itsimplementati<strong>on</strong>, coupled with the lack of funds and required capacity in the MoENR has precluded its implementati<strong>on</strong> in aholistic manner,Table 3.4 deals with status of cross-sectoral integrati<strong>on</strong> of biodiversity c<strong>on</strong>servati<strong>on</strong> in instituti<strong>on</strong>s that are notdirectly c<strong>on</strong>cerned with envir<strong>on</strong>mental c<strong>on</strong>servati<strong>on</strong>, but n<strong>on</strong>etheless c<strong>on</strong>tribute towards biodiversity c<strong>on</strong>servati<strong>on</strong>.Fourth Nati<strong>on</strong>al Report to the CBD: Sri Lanka 64
