To facilitate ref<strong>or</strong>ms, <strong>the</strong> Commission Office engages in close policy<br />

dialogue with <strong>the</strong> Kosovo auth<strong>or</strong>ities at technical and political levels.<br />

The office led by <strong>the</strong> Italian Renzo Daviddi also supp<strong>or</strong>ts Kosovo in<br />

realizing its participation in regional and Europe-wide initiatives including<br />

<strong>the</strong> Central European Free Trade Agreement (CEFTA), <strong>the</strong> Energy<br />

Community Treaty <strong>or</strong> <strong>the</strong> European Common Aviation Areas. Taking<br />

over some functions previously covered by Pillar IV of UNMIK (EU<br />

Pillar) and <strong>the</strong> European Agency of Reconstruction (EAR), which ceases<br />

to exist on 30 June 2008, <strong>the</strong> European Commission Office in Prishtina<br />

will be staffed with approximately 80 people by <strong>the</strong> end of <strong>the</strong> year.<br />

The International Civilian Office (ICO) and <strong>the</strong><br />

Comprehensive Settlement Proposal (CSP)<br />

The ICO – Supervis<strong>or</strong>y Body f<strong>or</strong> Kosovo’s Independence<br />

The ICO distinguishes itself as an institution sui-generis. Headed by <strong>the</strong><br />

International Civilian Representative (ICR) Pieter Feith (also EUSR),<br />

<strong>the</strong> ICO was invited by <strong>the</strong> Kosovo Government 11 to supervise <strong>the</strong> implementation<br />

of <strong>the</strong> CSP provisions. The powers of <strong>the</strong> ICR – who was<br />

appointed on 28 February 2008 by <strong>the</strong> International Steering Group<br />

(ISG) – were consolidated in <strong>the</strong> new Constitution. 12 The ISG is a growing<br />

group of states that recognized independent Kosovo and includes <strong>the</strong><br />

Quintet, about two thirds of <strong>the</strong> EU member states, NATO, <strong>the</strong> Council<br />

of <strong>the</strong> European Union and <strong>the</strong> European Commission. 13 The ICR is<br />

supp<strong>or</strong>ted by an office of 340 personnel, including international and local<br />

staff, and presences in all maj<strong>or</strong> towns of Kosovo. He shall have a<br />

fairly limited and sh<strong>or</strong>t-term mandate, which consists in <strong>the</strong> supervision<br />

of <strong>the</strong> implementation of <strong>the</strong> CSP through active supp<strong>or</strong>t and advise f<strong>or</strong><br />
