ut must consider <strong>the</strong> political community of all <strong>the</strong> ethnic groups living on its<br />

territ<strong>or</strong>y as constituting it. It should recognize all of <strong>the</strong>ir cultures and all of<br />

<strong>the</strong>ir traditions as its own. It should notice that <strong>the</strong> various ethnic groups<br />

contend with unequal initial chances f<strong>or</strong> official recognition and a share of<br />

public auth<strong>or</strong>ity, and it should offer particular assistance to <strong>the</strong> members of<br />

disadvantaged groups in approaching a position of equality. The privileges<br />

which are meant to countervail <strong>the</strong> initial disadvantages are inevitably lasting<br />

(since <strong>the</strong> inequality of <strong>the</strong> relationships of f<strong>or</strong>ce between <strong>the</strong> state-f<strong>or</strong>ming<br />

groups are also lasting) and <strong>the</strong>y might need to be expressed as rights.” 10<br />

A plural state is m<strong>or</strong>e legitimate <strong>the</strong> m<strong>or</strong>e all its citizens and not only <strong>the</strong><br />

maj<strong>or</strong>ity consider <strong>the</strong> territ<strong>or</strong>y of <strong>the</strong> state <strong>the</strong>ir own homeland, <strong>the</strong> legal<br />

system of <strong>the</strong> state and <strong>the</strong>ir institutions, <strong>the</strong> insignia of <strong>the</strong> state as <strong>the</strong>ir<br />

own symbols. These are goods to be jointly shared with all of <strong>the</strong> o<strong>the</strong>r<br />

citizens. The political community of a liberal democratic but multicultural<br />

country will be just if:<br />

“It is f<strong>or</strong>med from a union of ethnic groups living toge<strong>the</strong>r. Its official<br />

symbols, holidays, its cultural goods handed down in school, and its hist<strong>or</strong>ical<br />

remembrance will abs<strong>or</strong>b something from <strong>the</strong> tradition of all <strong>the</strong> ethnic groups<br />

belonging to it, so that everyone can see <strong>the</strong> state is also <strong>the</strong>irs: likewise,<br />

everyone can see that <strong>the</strong> state is not <strong>the</strong>ir exclusive possession but is held<br />

jointly with <strong>the</strong> o<strong>the</strong>r ethnic groups f<strong>or</strong>ming it.” 11<br />

In this context, <strong>the</strong> demands by <strong>the</strong> Macedonian Albanians can be interpreted<br />

as wanting such a just union. Indeed, when one looks at <strong>the</strong><br />

claims put f<strong>or</strong>ward by political representatives of Macedonian Albanians<br />

one finds many which can be well suited in a just framew<strong>or</strong>k of relations<br />

in a multiethnic state. In <strong>the</strong> last ten years, <strong>the</strong> key demands of <strong>the</strong> Macedonian<br />

Albanians which became a bone of contention with <strong>the</strong> central<br />

government were: ref<strong>or</strong>m of <strong>the</strong> constitution, greater representation of<br />

Macedonian Albanians in <strong>the</strong> civil service sect<strong>or</strong>, provision of university<br />

education in <strong>the</strong> Albanian language, and decentralization of state power.<br />
