The influence of Kosovo’s declaration will, in many ways, be influenced<br />

by legislation in Serbia, which, if <strong>the</strong>re is a political stalemate, could be<br />

detrimental. Continued privatisation could cause unemployment rates to<br />

increase fur<strong>the</strong>r, thus fuelling tension, whereas continued improvements<br />

in financial legislation with regard to access to business loans f<strong>or</strong> small<br />

and medium enterprises could have a significant and positive impact in<br />

<strong>the</strong> region.<br />

The issue of freedom of movement is a critical one and once again, we<br />

find ourselves in a “what will happen when…” position. The creation of<br />

<strong>the</strong> Administrative Boundary Line (ABL) caused many problems as<br />

people found <strong>the</strong>mselves suddenly grappling with a boundary between<br />

<strong>the</strong>mselves and <strong>the</strong>ir business interests, relations and friends, and in some<br />

cases, schools, not to mention significantly increased costs f<strong>or</strong> travel,<br />

non-recognition of Kosovo vehicle plates and communication problems<br />

linked to mobile phone netw<strong>or</strong>ks. Perceptions among local communities<br />

indicate serious concern about travel between <strong>the</strong> two regions and what<br />

will happen when new passp<strong>or</strong>ts are issued in Serbia is a question on<br />

everyone’s mind, as this will prove challenging f<strong>or</strong> those living in Kosovo<br />

who currently possess Yugoslav passp<strong>or</strong>ts.<br />

The po<strong>or</strong> regional cohesion that exists in Sou<strong>the</strong>rn Serbia could be fur<strong>the</strong>r<br />

weakened in <strong>the</strong> immediate future. Already <strong>the</strong> municipalities of<br />

Bujanovac and Preševo look towards Kosovo and Macedonia f<strong>or</strong> opp<strong>or</strong>tunities<br />

and alliances, and Bosilegrad looks increasingly toward Bulgaria.<br />

While it is imp<strong>or</strong>tant f<strong>or</strong> Sou<strong>the</strong>rn Serbia to see itself in a larger<br />

regional context, a lack of engagement among different communities<br />

within south Serbia may only serve to sustain perceptions of mistrust<br />

and present significant stumbling blocks f<strong>or</strong> development.<br />

A final area of concern is potential spill over impact. While escalation of<br />

conflict in Sou<strong>the</strong>rn Serbia might easily impact not only Kosovo but<br />

Macedonia as well, an intensified and continuing monit<strong>or</strong>ing of <strong>the</strong><br />

situation on <strong>the</strong> ground by <strong>the</strong> international community and increased<br />

international political engagement is strongly recommended.<br />
