WORLD REPORT 2014Refugees and Internally Displaced PersonsImplementation of a 2010 strategy to support the return of refugees and IDPs totheir pre-war homes remained slow. Although a housing project to promotereturn to pre-war communities was launched in April, the number of returnsdeclined, with only 104 refugees and 96 IDPs returning to their areas of origin inthe first half of 2013, according to the United Nations High Commissioner forRefugees (UNHCR). As of October 2013, there were still 103,353 registered IDPs.Impediments to returns remain lack of economic opportunity, political instability,and reluctance to return to areas where other ethnic groups constitute themajority.Additionally, excessive compensation awards to temporary occupants negativelyaffected displaced people wanting to return to pre-war homes. In severalcases, returnees lost their property in compulsory auctions to satisfy compensationclaims, prompting repeated criticism from the Office of the HighRepresentative (OHR).War Crimes AccountabilityIn February the new chief state prosecutor publicly committed to expedite some600 pending war crime investigations and prepare for an increased caseloadonce the mandate of the International Criminal Tribunal for the formerYugoslavia (ICTY) expires at the end of 2014. Implementation of the nationalwar crimes strategy is hindered by insufficient capacity and funding, particularlyat the local level. In March the Organization for Security and Co-operation inEurope (OSCE) launched a judicial capacity program that includes district andcantonal courts. By November 2013 the War Crimes Chamber of the State Courtof BiH had reached verdicts in 25 cases, raising the number of completed casesto 199.The State Prosecutor’s Office signed a cooperation agreement on the prosecutionof war crimes, crimes against humanity, and genocide with its counterpartsin Serbia and Croatia.In February, the ICTY Appeals Chamber acquitted Momcilo Perisic, wartime chiefof the General Staff of the Yugoslav Army, who had been convicted to 27 yearsin prison for aiding and abetting crimes against humanity and violations of the426
