WORLD REPORT 2014In January, a Human Rights Watch report detailed the inadequacy of policeresponse to sexual assaults in the District of Columbia, leading to reforms inthat police department’s approach to these cases.Emergency contraception became available without a doctor’s prescription tocustomers of all ages in 2013. According to the Guttmacher Institute, statesadopted 43 restrictions on access to abortion in the first half of 2013. Theserestrictions took a variety of forms, including requiring that abortion providershave admitting privileges at local hospitals, that patients undergo pre-abortionultrasounds, and banning abortion after a specified number of weeks since thewoman’s last menstrual period.In January 2013, the Department of Defense lifted a longstanding ban onwomen serving in direct combat roles.Military women and men continue to face high levels of sexual violence. Thegovernment estimates that 26,000 sexual assaults took place in the military in2012, and Defense Department data suggests that 62 percent of those whoreport such assaults experience retaliation.Sexual Orientation and Gender IdentityIn June, the US Supreme Court invalidated two of the most egregious anti-LGBTinitiatives in the country. In United States v. Windsor, the court struck down section3 of the 1996 Defense of Marriage Act (DOMA), which prohibited federalrecognition of state-approved same-sex marriages. In Hollingsworth v. Perry,the court dismissed an appeal by proponents of Proposition 8, a 2008California state referendum that would have revoked the right of same-sex couplesto marry. The court has not yet ruled on the constitutionality of state lawsthat prohibit same-sex marriage.Counterterrorism and SurveillanceThe indefinite detention without charge or trial of detainees at Guantanamo Bayentered its twelfth year, with 162 detainees remaining at the facility. Eighty-twoof them have been cleared for transfer to home or third countries by an interagencytask force since 2009.
