<strong>of</strong> <strong>the</strong>m, yet, as a general role, I do Jot think <strong>the</strong> plan is aneconomical one; for in every department <strong>of</strong> <strong>the</strong> survey_ it isnecessary that each member <strong>of</strong> it should know his duty, andattend to it zealously. The applicants or volunteers are chiefly• young men, who have just completed <strong>the</strong>ir collegiate education,without any fixed business habits, and ia some cases unsettledas to <strong>the</strong> choice <strong>of</strong> a pr<strong>of</strong>ession. They enter upon <strong>the</strong>survey, and in n few'weeks, becoming dissatisfied, desire to_6try some o<strong>the</strong>r department. The result is, that <strong>the</strong> party hecomesdlsorganizcd, operations temporarily suspended_ until areorganization can be made; and thns, indirectly, a greater expenseincurred than would compensate competent assistants.In making <strong>the</strong> above remarks, I do not wish to convey <strong>the</strong>idea that such has been <strong>the</strong> case with all <strong>the</strong> volunteers whohave been engaged in <strong>the</strong> survey. Some <strong>of</strong> <strong>the</strong>m have been<strong>of</strong> much service to <strong>the</strong> State, and I trust have received in returninuch useful and practical information.
