4 Tra<strong>in</strong><strong>in</strong>g for apprentices <strong>and</strong> tra<strong>in</strong>ees<br />

The key pr<strong>in</strong>ciple of <strong>apprenticeships</strong> <strong>and</strong> <strong>tra<strong>in</strong>eeships</strong> is that of learn<strong>in</strong>g <strong>and</strong> develop<strong>in</strong>g skills<br />

through a comb<strong>in</strong>ation of h<strong>and</strong>s-on experience <strong>and</strong> formal tra<strong>in</strong><strong>in</strong>g.<br />

The primary responsibility for provid<strong>in</strong>g apprentices <strong>and</strong> tra<strong>in</strong>ees with relevant <strong>in</strong>struction <strong>and</strong><br />

practical experience rests with the employer.<br />

This is supplemented by formal tra<strong>in</strong><strong>in</strong>g delivered by a registered tra<strong>in</strong><strong>in</strong>g organisation (RTO).<br />

Apprentices <strong>and</strong> tra<strong>in</strong>ees who successfully complete their formal tra<strong>in</strong><strong>in</strong>g will receive a nationally<br />

recognised qualification from their tra<strong>in</strong><strong>in</strong>g organisation.<br />

4.1 On-the-job tra<strong>in</strong><strong>in</strong>g <strong>and</strong> supervision<br />

4.1.1 Employer responsibilities for on-the-job tra<strong>in</strong><strong>in</strong>g<br />

The employer is responsible for ensur<strong>in</strong>g that the apprentice/tra<strong>in</strong>ee receives the <strong>in</strong>struction, practice <strong>and</strong> support they<br />

need <strong>to</strong> develop skills <strong>in</strong> all aspects of their vocation, <strong>in</strong> accordance with the requirements of the tra<strong>in</strong><strong>in</strong>g plan.<br />

The registered tra<strong>in</strong><strong>in</strong>g organisation (RTO) should provide the apprentice/tra<strong>in</strong>ee with a competency record book or<br />

work evidence <strong>guide</strong> outl<strong>in</strong><strong>in</strong>g the competencies they are expected <strong>to</strong> develop with<strong>in</strong> the term of the tra<strong>in</strong><strong>in</strong>g contract.<br />

The RTO may require the employer <strong>to</strong> complete or sign entries <strong>in</strong> the competency record book.<br />

In meet<strong>in</strong>g their obligations <strong>to</strong> tra<strong>in</strong> an apprentice or tra<strong>in</strong>ee, employers must ensure that:<br />

• the apprentice or tra<strong>in</strong>ee has access <strong>to</strong> the full range of work required <strong>to</strong> develop competencies <strong>in</strong> all aspects of<br />

the vocation<br />

• the apprentice or tra<strong>in</strong>ee has access <strong>to</strong> the full range of <strong>to</strong>ols <strong>and</strong> equipment commonly used by skilled workers<br />

<strong>in</strong> that <strong>in</strong>dustry<br />

• the apprentice or tra<strong>in</strong>ee will be <strong>in</strong>structed <strong>and</strong> supervised by a suitably-qualified or experienced person<br />

4.1.2 Workplace tra<strong>in</strong><strong>in</strong>g difficulties<br />

If circumstances change <strong>and</strong> the employer’s capacity <strong>to</strong> provide his/her apprentice or tra<strong>in</strong>ee with the necessary onthe-job<br />

tra<strong>in</strong><strong>in</strong>g is affected, the employer must notify State Tra<strong>in</strong><strong>in</strong>g Services (ph 13 28 11) with<strong>in</strong> 14 days. Options<br />

that may be available <strong>in</strong> these circumstances <strong>in</strong>clude transferr<strong>in</strong>g the apprentice or tra<strong>in</strong>ee <strong>to</strong> another employer or<br />

temporarily suspend<strong>in</strong>g the apprenticeship or tra<strong>in</strong>eeship. The apprenticeship or tra<strong>in</strong>eeship can be suspended part<br />

time or full time for a limited duration.<br />

Where problems relat<strong>in</strong>g <strong>to</strong> tra<strong>in</strong><strong>in</strong>g <strong>in</strong> the workplace cannot be resolved by the parties, the employer or his/her<br />

apprentice or tra<strong>in</strong>ee should immediately contact State Tra<strong>in</strong><strong>in</strong>g Services (ph 13 28 11) for assistance.<br />

4.2 Formal tra<strong>in</strong><strong>in</strong>g<br />

4.2.1 Vocational tra<strong>in</strong><strong>in</strong>g orders<br />

The tra<strong>in</strong><strong>in</strong>g requirements for each vocation are set out <strong>in</strong> a vocational tra<strong>in</strong><strong>in</strong>g order (VTO). VTOs are developed <strong>in</strong><br />

consultation with employer groups, unions <strong>and</strong> <strong>in</strong>dustry, <strong>and</strong> <strong>in</strong>clude <strong>in</strong>formation about:<br />

• the appropriate term of the apprenticeship or tra<strong>in</strong>eeship <strong>and</strong> the probationary period for that vocation<br />

• the title <strong>and</strong> level of the qualification the apprentice or tra<strong>in</strong>ee must undertake <strong>and</strong> complete as part of the<br />

apprenticeship or tra<strong>in</strong>eeship<br />

• other requirements relat<strong>in</strong>g <strong>to</strong> the tra<strong>in</strong><strong>in</strong>g of apprentices <strong>and</strong> tra<strong>in</strong>ees <strong>in</strong> that vocation.<br />

4.2.2 Delivery of tra<strong>in</strong><strong>in</strong>g by registered tra<strong>in</strong><strong>in</strong>g organisations<br />

Formal tra<strong>in</strong><strong>in</strong>g for apprentices <strong>and</strong> tra<strong>in</strong>ees is delivered by both public <strong>and</strong> private RTOs. In <strong>NSW</strong>, the Vocational<br />

Education <strong>and</strong> Tra<strong>in</strong><strong>in</strong>g Accreditation Board (VETAB) is the register<strong>in</strong>g body. To become registered, a registered<br />

tra<strong>in</strong><strong>in</strong>g organisation has <strong>to</strong> meet national st<strong>and</strong>ards. The scope of registration def<strong>in</strong>es the nationally recognised<br />

RTOs deliver vocational education <strong>and</strong> tra<strong>in</strong><strong>in</strong>g <strong>and</strong>/or assessment services. They <strong>in</strong>clude TAFE colleges, private <strong>and</strong><br />

community tra<strong>in</strong><strong>in</strong>g organisations, schools, higher education <strong>in</strong>stitutions <strong>and</strong> some large employers.<br />
