4.2.5 Preparation of tra<strong>in</strong><strong>in</strong>g plans<br />

The RTO must prepare a summary tra<strong>in</strong><strong>in</strong>g plan for all <strong>apprenticeships</strong> <strong>and</strong> <strong>tra<strong>in</strong>eeships</strong> (apart from school-based <strong>apprenticeships</strong><br />

<strong>and</strong> <strong>tra<strong>in</strong>eeships</strong> which require a full tra<strong>in</strong><strong>in</strong>g plan). The summary tra<strong>in</strong><strong>in</strong>g plan <strong>and</strong> the tra<strong>in</strong><strong>in</strong>g contract<br />

are lodged <strong>to</strong>gether with State Tra<strong>in</strong><strong>in</strong>g Services by the Australian Apprenticeships Centre (AAC). When the tra<strong>in</strong><strong>in</strong>g<br />

contract is be<strong>in</strong>g assessed, the summary<br />

tra<strong>in</strong><strong>in</strong>g plan is checked <strong>to</strong> ensure<br />

that it meets the requirements of the<br />

Vocational Tra<strong>in</strong><strong>in</strong>g Order.<br />

For school-based <strong>apprenticeships</strong> <strong>and</strong><br />

<strong>tra<strong>in</strong>eeships</strong>, the RTO must develop<br />

a full tra<strong>in</strong><strong>in</strong>g plan <strong>in</strong> consultation with<br />

the employer, apprentice or tra<strong>in</strong>ee <strong>and</strong><br />

school. The full tra<strong>in</strong><strong>in</strong>g plan is submitted<br />

with the tra<strong>in</strong><strong>in</strong>g contract <strong>and</strong> any<br />

other required <strong>in</strong>formation such as risk<br />

assessment forms.<br />

The full tra<strong>in</strong><strong>in</strong>g plan should be negotiated<br />

<strong>and</strong> agreed by the employer, the<br />

RTO <strong>and</strong> the learner. In the case of<br />

school based arrangements, a representative<br />

of the school <strong>and</strong> the learner’s<br />

parent or guardian will also be consulted.<br />

A tra<strong>in</strong><strong>in</strong>g plan specifies the tra<strong>in</strong><strong>in</strong>g<br />

that must be delivered <strong>to</strong> apprentice or<br />

tra<strong>in</strong>ee by both the employer for on-thejob<br />

tra<strong>in</strong><strong>in</strong>g <strong>and</strong> a RTO for off-the-job tra<strong>in</strong><strong>in</strong>g. In the case of the employer, the on-the-job tra<strong>in</strong><strong>in</strong>g may be documented<br />

as a range of work tasks <strong>in</strong>volv<strong>in</strong>g levels of responsibility or the use of specific equipment.<br />

The tra<strong>in</strong><strong>in</strong>g plan should specify:<br />

• the qualification <strong>to</strong> be issued on completion of the tra<strong>in</strong><strong>in</strong>g plan<br />

• all skills required by the apprentice or tra<strong>in</strong>ee <strong>to</strong> perform the job competently<br />

• the tra<strong>in</strong><strong>in</strong>g / tasks <strong>to</strong> be delivered by the employer<br />

• the tra<strong>in</strong><strong>in</strong>g <strong>to</strong> be delivered by the registered tra<strong>in</strong><strong>in</strong>g organisation <strong>and</strong> where <strong>and</strong> when that tra<strong>in</strong><strong>in</strong>g will occur<br />

• the end date of the apprenticeship / tra<strong>in</strong>eeship<br />

• units of competency that the apprentice / tra<strong>in</strong>ee must achieve <strong>to</strong>gether with the expected completion date for<br />

each<br />

• any units of competency that the apprentice / tra<strong>in</strong>ee has already completed that are of relevance (recognition<br />

of prior learn<strong>in</strong>g)<br />

• learn<strong>in</strong>g resources that will be provided <strong>to</strong> the apprentice / tra<strong>in</strong>ee<br />

• any additional support the apprentice / tra<strong>in</strong>ee may require if there are identified barriers <strong>to</strong> learn<strong>in</strong>g, for example<br />

poor literacy <strong>and</strong> numeracy skills<br />

• how <strong>and</strong> when the RTO plans <strong>to</strong> moni<strong>to</strong>r <strong>and</strong> assess the apprentice / tra<strong>in</strong>ee’s progress<br />

• arrangements the RTO will use <strong>to</strong> report back <strong>to</strong> the employer <strong>and</strong> apprentice / tra<strong>in</strong>ee on progress with the<br />

tra<strong>in</strong><strong>in</strong>g.<br />

• for school based arrangements, a timetable of work days <strong>and</strong> the number of hours on those days <strong>to</strong> ensure the<br />

m<strong>in</strong>imum number of workdays are completed with<strong>in</strong> the HSC period.<br />

When prepar<strong>in</strong>g the full tra<strong>in</strong><strong>in</strong>g plan, the registered tra<strong>in</strong><strong>in</strong>g organisation must consider whether the apprentice/tra<strong>in</strong>ee<br />

should be assessed for recognition of prior learn<strong>in</strong>g (RPL) <strong>and</strong> recognition of current competencies (RCC).<br />

The tra<strong>in</strong><strong>in</strong>g plan should be reviewed regularly by the workplace supervisor, the apprentice / tra<strong>in</strong>ee <strong>and</strong> the RTO <strong>and</strong><br />

adjusted where necessary.<br />

4.2.6 Recognition of prior learn<strong>in</strong>g <strong>and</strong> current competencies<br />

Apprentices or tra<strong>in</strong>ees who can show that they already have relevant knowledge or skills (which they have obta<strong>in</strong>ed<br />

through previous study or work) can apply <strong>to</strong> have their knowledge <strong>and</strong> skills formally recognised by the registered<br />

tra<strong>in</strong><strong>in</strong>g organisation at the commencement of their tra<strong>in</strong><strong>in</strong>g program. This is known as recognition of current<br />

competencies (RCC) or recognition of prior learn<strong>in</strong>g (RPL). The RTO should then assess those competencies at the<br />

commencement of the tra<strong>in</strong><strong>in</strong>g program <strong>to</strong> determ<strong>in</strong>e if they are relevant <strong>and</strong> if they can be formally recognised.<br />
