The formal tra<strong>in</strong><strong>in</strong>g RTOs provide is paid for by the <strong>NSW</strong> Government through State Tra<strong>in</strong><strong>in</strong>g Services for most<br />

apprentices <strong>and</strong> new entrant tra<strong>in</strong>ees. Employers must pay for the recognition, tra<strong>in</strong><strong>in</strong>g <strong>and</strong> assessment services<br />

delivered by RTOs <strong>to</strong> exist<strong>in</strong>g worker tra<strong>in</strong>ees.<br />

Fees<br />

The RTO will charge a fee for the apprentice or tra<strong>in</strong>ee at enrolment <strong>and</strong> at the beg<strong>in</strong>n<strong>in</strong>g of each additional year<br />

of tra<strong>in</strong><strong>in</strong>g. Participants <strong>in</strong> pre-apprenticeship or pre-tra<strong>in</strong>eeship tra<strong>in</strong><strong>in</strong>g will also be charged an enrolment fee. The<br />

fees are currently set <strong>in</strong> l<strong>in</strong>e with those be<strong>in</strong>g charged by TAFE <strong>NSW</strong>, see http://www.tafensw.edu.au/about/money.<br />

htm. The fees are <strong>to</strong> be paid by either the learner or the employer. Some <strong>in</strong>dustrial awards state that the employer<br />

is responsible for the payment of fees. The tra<strong>in</strong><strong>in</strong>g organisation may require a contribution from employers <strong>and</strong>/or<br />

<strong>in</strong>dustry for tra<strong>in</strong><strong>in</strong>g delivery <strong>to</strong> an apprentice or tra<strong>in</strong>ee, but not for pre-apprenticeship <strong>and</strong> pre-tra<strong>in</strong>eeship tra<strong>in</strong><strong>in</strong>g, nor<br />

school based <strong>apprenticeships</strong> <strong>and</strong> school based <strong>tra<strong>in</strong>eeships</strong>.<br />

School based apprentices, school based tra<strong>in</strong>ees <strong>and</strong> their employers do not pay any fees <strong>to</strong> the RTO <strong>in</strong> relation <strong>to</strong><br />

any aspect of the delivery of the tra<strong>in</strong><strong>in</strong>g. This <strong>in</strong>cludes any fees for adm<strong>in</strong>istration or learn<strong>in</strong>g resource materials such<br />

as textbooks, workbooks, safety equipment or other equipment such as <strong>to</strong>ols <strong>and</strong> uniforms required for the tra<strong>in</strong><strong>in</strong>g.<br />

Apprentices or tra<strong>in</strong>ees may be eligible for exemption from payment of the enrolment fee. Similarly students may be<br />

4.2.3 Competency-based tra<strong>in</strong><strong>in</strong>g<br />

Formal tra<strong>in</strong><strong>in</strong>g for <strong>apprenticeships</strong> <strong>and</strong> <strong>tra<strong>in</strong>eeships</strong> <strong>in</strong> <strong>NSW</strong> is ‘competency-based’. This means that apprentices <strong>and</strong><br />

tra<strong>in</strong>ees are assessed on the skills they can demonstrate, the tasks they can perform <strong>and</strong> the underp<strong>in</strong>n<strong>in</strong>g knowledge<br />

they have ga<strong>in</strong>ed that allows them <strong>to</strong> effectively perform their work. Employers can progress their apprentice or tra<strong>in</strong>ee<br />

through the apprenticeship or tra<strong>in</strong>eeship as they reach miles<strong>to</strong>nes <strong>in</strong> their competence. Employers, apprentices <strong>and</strong><br />

tra<strong>in</strong>ees can f<strong>in</strong>alise <strong>and</strong> complete the <strong>apprenticeships</strong> <strong>and</strong> <strong>tra<strong>in</strong>eeships</strong> when the formal qualification has been issued<br />

by the RTO <strong>and</strong> the employer considers the apprentice or tra<strong>in</strong>ee competent <strong>to</strong> <strong>in</strong>dustry st<strong>and</strong>ards. Applications for<br />

competency-based completion should be made <strong>to</strong> your State Tra<strong>in</strong><strong>in</strong>g Services regional office.<br />

4.2.4 Flexible tra<strong>in</strong><strong>in</strong>g arrangements<br />

The tra<strong>in</strong><strong>in</strong>g programs apprentices <strong>and</strong> tra<strong>in</strong>ees undertake through a RTO are now more flexible. Tra<strong>in</strong><strong>in</strong>g can often be<br />

cus<strong>to</strong>mised <strong>to</strong> meet the needs of the employer <strong>and</strong> their apprentice or tra<strong>in</strong>ee. Although apprentices <strong>and</strong> tra<strong>in</strong>ees are<br />

often required <strong>to</strong> attend classes off the job, sometimes formal tra<strong>in</strong><strong>in</strong>g may be delivered <strong>in</strong> the workplace or by means<br />

of a self-paced learn<strong>in</strong>g program. The RTO may also use a comb<strong>in</strong>ation of tra<strong>in</strong><strong>in</strong>g styles (often called mixed-mode<br />

delivery).<br />

Follow<strong>in</strong>g approval of the tra<strong>in</strong><strong>in</strong>g contract by State Tra<strong>in</strong><strong>in</strong>g Services <strong>and</strong> receipt of the approval<br />

letter by the employer, the RTO is required <strong>to</strong> develop a full tra<strong>in</strong><strong>in</strong>g plan <strong>in</strong> consultation with the<br />

employer <strong>and</strong> the apprentice or tra<strong>in</strong>ee.<br />

The full tra<strong>in</strong><strong>in</strong>g plan must be prepared with<strong>in</strong> the follow<strong>in</strong>g timeframes:<br />

• with<strong>in</strong> 6 weeks of the apprentice/tra<strong>in</strong>ee commenc<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g with the RTO if the term of the<br />

tra<strong>in</strong><strong>in</strong>g arrangement is less than 12 months;<br />

• with<strong>in</strong> 12 weeks of the apprentice/tra<strong>in</strong>ee commenc<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g with the RTO if the term of the<br />

tra<strong>in</strong><strong>in</strong>g arrangement is 12 months or longer.<br />

The full tra<strong>in</strong><strong>in</strong>g plan must be signed by the employer, the apprentice/tra<strong>in</strong>ee <strong>and</strong> a representative<br />

from the RTO. Copies must be kept by all parties <strong>and</strong> should be updated where necessary dur<strong>in</strong>g<br />

the tra<strong>in</strong><strong>in</strong>g contract.<br />

If the nom<strong>in</strong>ated RTO has not contacted the employer with<strong>in</strong> 6 or 12 weeks of commencement<br />

(depend<strong>in</strong>g on the term of the tra<strong>in</strong><strong>in</strong>g contract) <strong>to</strong> confirm a start date for the apprentice’s or<br />

tra<strong>in</strong>ee’s formal tra<strong>in</strong><strong>in</strong>g, contact your local State Tra<strong>in</strong><strong>in</strong>g Services regional office on 13 28 11.<br />
