MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES & PENSIONS7.21 Under TDP, a Workshop of Master Trainers & Recognised Users (MTs/RUs) isorganised every year with a view to discuss important issues of common interest. The variousMTs and RUs come together from all over the country and put forth their views and ideas.This workshop provides a forum to discuss common ideas to make the TDP more effective.The Annual Workshop of MTs/RUs for the year 2004-2005 was organized on 24-25 January,2005 at the HCM Rajasthan State Institute of Public Administration (RIPA), Jaipur. TheAnnual Workshop of MTs/RUs for the year 2005-2006 is scheduled to be held at AIM, Chennaiduring January, 2006.Faculty Development Scheme7.22 Faculty Development is a key requirement for upgrading the skills of trainers andimproving their knowledge base. Unless trainers get an opportunity to keep abreast of latestdevelopments, training programme become outdated and they provide no new learning. Itis, therefore, important that provision is made for development of faculty members in alltraining institutions, including the Institute of Secretariat Training & Management and StateLevel Administrative Training Institutes. Faculty development comprises of structured trainingprogrammes, tours and attending conferences/seminars, which help in new learning. Thisscheme has gained popularity and has received an overwhelming response in various areas.7.23 During the last financial year, nominations from State Administrative Training Institutes,Institute of Secretariat Training & Management, New Delhi and Lal Bahadur Shastri NationalAcademy of Administration, Mussoorie covering Master Trainers/Recognised Users werereceived. It was felt that an opportunity for faculty development would help in upgrading thequality of trainers and also act as an incentive for better quality of people to come as facultymembers. TRAINING POLICY AND PROGRAMMES 7DOMESTIC FUNDING OF FOREIGN TRAINING7.24 Department of Personnel & Training has been sponsoring officers for training programmesabroad. In the past, these have been almost entirely funded by bilateral or multilateral aid.However, over the years this aid has come down. Keeping in view the importance and benefitsof providing international exposure to the officers, a scheme of Domestic Funding of ForeignTraining was started in 2001. This covers both long-term and short-term training in reputeduniversities/institutes in several countries. A scheme of Partial Funding of Foreign Study hasalso been started as another component of the scheme of Domestic Funding of Foreign Training.The officers under this scheme seek admission on their own and Government of India providesup to US $18,000 as financial assistance to the eligible officers to undertake such studies.During the year 2004-2005, 39 officers were deputed for various long-term training programmes,121 officers were deputed for short-term training programme and 15 officers were providedfinancial assistance under the scheme of Partial Funding of Foreign Study. During the currentfinancial year i.e. 2005-2006, 45 officers are likely to be deputed for long-term training programmesand 85 officers (till 12 December, 2005) for short-term training programmes. About 25 officers arelikely to be covered during the current year under the scheme of Partial Funding of Foreign Study.TRAINING ACTIVITIES ON RIGHT TO INFORMATION ACT, 20057.25 Section 26(1)(d) of the Right to Information Act,2005 mentions that the appropriateGovernment may, to the extent of availability of financial and other resources, train the PIOsof public authorities and produce relevant training material etc. In the above context, thefollowing activities have been undertaken by the Training Division:REPORT 2005 - 2006AL REPORANNUALSeven workshops were conducted at the Institute of Secretariat Training and Management,New Delhi on ‘Right to Information Act, 2005’ for Public Information Officers (PIOs) and45DOPT AR 2006 PG-1-176N-FINAL.pmd457/15/2006, 11:53 AM
