The course endeavors to make the Officer Trainees professional intheir approach and aware of the challenges and opportunities within the civil service. It isstructured to familiarize the new entrants in the Government with the environment of political,economic and administrative issues, through a well-defined syllabus. A revised syllabuswas introduced from the 74th Foundation Course. The objectives of the course were alsoextensively revised and emphasis was laid on right values, ethical standards, norms ofbehaviour and personal conduct expected of civil servants; developing qualities such assensitivity to social problems, responsiveness to changing needs and expectations of citizens;accountability to ensure high job performance; commitment to democratic values and conceptof partnership and participative decision making. Concurrent evaluation based on tests,quizzes, assignments and reports was also introduced.8.5 The Academy is now increasingly moving toward a modular format of training. Someof the modules conducted are: administrative accountability, underpinning the need to bemore accessible, accountable and transparent; self-awareness, covering areas of personalethics and behaviour; principles and issues in Ethics, including ethics and administration;leadership qualities and motivation; disabilities, including a field visit to the National Institutefor Visually Handicapped; social sector; poverty and it’s manifestation, and the governmentprogrammes; issues in gender etc. There is, however, a constant and underlying emphasisin all academic and co-curricular inputs to drive home the message of being non-arrogant,more accessible and humane in their approach to the citizens.The main activities organized during the Foundation Courses are:1. Village Visit Programme: This is organized for a period of one week in order tosensitize the Officer Trainees to the reality of rural India, through a structured studyof a village. The objective of the visit is to assess the dynamics of the socio-economicand political situation existing in the villages, understand the problems faced byvillagers especially the deprived sections of the women and poor, and recognizethe importance of the need to learn from the people in evolving solutions. A moduleon Participatory Rural Appraisal is also conducted prior to the village visit in order toenable better interaction with the villagers. Individual and group reports are alsopresented by the Officer Trainees after they return. This visit has been consistentlyfound to be very useful as a sensitization methodology by the Officer Trainees.2. The trek is also asignificant learning experience in group dynamics, interpersonal relations, humanism,courage, endurance and love and respect for nature. The nine-day trek in toughconditions increases the solidarity among the trainees and is considered an importantcomponent of the FC.3. Extra Curricular Activities are organised in the afternoons in order to impart skillsother than purely academic, to the trainees in recognition of the need for an officerto have diverse interests and a well-rounded personality.4. To provide a forum for, and promote the talents of the OTs, various culturalprogrammes are organized. The A.K. Sinha One Act Play Competition tests theacting skills of the trainees. Apart from that, cultural programmes and Zonal Days areorganized to instill in the trainees a sense of the diversity and oneness of the country.The trainees themselves highlight the cultural traditions of various parts of the countrythrough exhibitions, culinary events, folk dances etc. A Fete is organized in order toinculcate the spirit of entrepreneurship among the trainees. The proceeds go to theSocial Services Society, which organises outdoor clinics for the poor TB patients ofMussoorie and surrounding area, including rickshaw pullers and runs a school (Balwadi)for education of the poor children. Blood donation camps are organised twice a yearin which enthusiastic participation from the trainees is witnessed.8.6 During the year 2005, two Foundation Courses, viz. 77 th Foundation Course and 78 thFoundation Course were organised. In the 77 th Foundation Course (14 March, 2005 to 24June, 2005), which was organised for those who could not complete Foundation Courseearlier, a total 45 Officer Trainees took part.78th Foundation Course (22 August, 2005 to 2December 2005) was organised for the newly recruited officers of All India Services andother Central Services (Group - A). In the Course, 305 Officer Trainees (including 1 memberof Royal Bhutan Civil Service) took part.IAS Professional Course, Phase-I (24 Weeks)8.7 After completion of the Foundation course, the IAS Officer Trainees and trainees ofRoyal Bhutan Civil Service undergo the Professional Course Phase-I for 24 weeks. This courseaims to develop and hone the professional skills of trainees in handling a large range ofresponsibilities that an officer shoulders during the first ten years of service. Emphasis is laidon understanding of public systems and their management, together with grounding in PublicAdministration, Law, Economics and Computer Applications.
