The Court of Appealconfirmed the District Court ruling 71 .Preliminary investigation: The Oktav CaseIn this preliminary investigation, reports were filedconcerning aggravated procuring and the purchaseof sexual services. The main suspects were a managed 32 and a woman aged 29, resident in Sweden butoriginating in Poland. One more man was arrestedfor the same crime in Poland but was released by thePolish authorities. Four women from Poland, agedbetween 20 and 33, were identified as witnesses in thecase. The Commission collaborated on this case withthe customs liaison officer in Poland and with thePolish police and prosecution authorities 72 .The 32-year-old ringleader was sentenced in January2012 to eight months of imprisonment by the DistrictCourt for procuring and theft. The man, whohad been released, was sentenced to imprisonmentfor four months for procuring, and the 29-year-oldwoman was given a suspended sentence and a finebased on her daily income, for theft 73 . The districtcourt held that those suspected of procuring had promotedand improperly exploited the fact that the fourwomen had casual sexual relations in return for payment.The promotion consisted of the perpetratorsproviding an apartment in Stockholm and one inTumba, where the women lived and were exploited forthe purchase of sexual services. They had also providedthe women with mobile phones and phonecards, advertised the sale of sexual services on websitesand taken phone calls from male purchasers ofsexual services. A man, aged 41, was sentencedby the District Court to four years and sixmonths of imprisonment for aggravated procuring,rape and the purchase of sexual services 74 . The activitieshad been going on for six years. During theseyears, the man exploited eight women on several differentoccasions. In conjunction with the housesearch, the police found computer files and pornographicimages which led to eight injured-partiesbeing identified. The District Court ruled on thesequestration of SEK 630,000 of which SEK 270,000was to cover the injured-parties’ damages claims andSEK 360,000 which related to the value of the proceedsof crime.The perpetrator was convicted for aggravated procuringbecause the business had been conducted inan organised form, extensively and for a lengthy period.The business had also involved the ruthlessexploitation of the women while the man had made asubstantial profit. The sentence was made final inMay 2011.City Police Prostitution TeamFor a long time, the police authority in the County ofStockholm have been focusing their efforts on combatingopen street prostitution and the purchase ofsexual services at hotels and in other premises inStockholm. Police initiatives against street prostitutionusually result in interventions against the crimeof purchasing sex, assault, drink driving, drugscrimes, and breaches of the Aliens Act.
