The perpetrators actedas “local managers” during their stay in Sweden, andalso advertised the business on the following websites:• Sexystockholmcityescorts.com• Realescort.se• Cityoflove.com• sthlmtjejer.netThe women, aged between 18 and 20, were put into anapartment in which male sex-purchasers were able toexploit them, or they would be conveyed to sex-purchasers’hotel rooms. The women admitted in policeinterviews that they knew that they were going to beexploited in prostitution and that they would receive40-50% of the earnings, which would be distributed atthe end of their stay in Sweden. Instead the perpetratorsretained the earnings and threatened the womenwith reprisals if they cooperated with the police.In 2011, the Prostitution Team worked preventivelyto prevent the sexual abuse of young girls and boyswho were being sold for sex via social networks or websiteson the Internet. Several cases were discovered inwhich men purchased sex acts performed by childrenand where children had been sexually exploited in otherways. Police also detected cases in which male sexpurchasershad chosen to sell under-age girls to othermen for sexual exploitation. The Prostitution Teamalso contacted people who advertised the sale of sexualservices on-line, whenever there was any reason tobelieve that these suspects were minors.Border Police DepartmentSince 1 October 2010, the Border Police Departmentin the County of Stockholm has held investigativeresponsibility as regards human trafficking for purposesother than sexual. The Border Police Departmentregularly receives information about peoplefrom EU or other countries being brought to Swedento be exploited for begging and thieving in an organisedmanner.In 2011, the Border Police investigated ten casesunder the heading of human trafficking for purposesother than sexual. Of these cases, only one led to aprosecution for human trafficking, and it was laterdismissed. This case is described below under theheading - A case of particular interest investigatedby the Border Police Department. In other cases thepreliminary investigations were closed. In caseswhere there were suspicions of human trafficking,the alleged perpetrators and the injured parties camefrom China, Hungary, Romania, Belarus and Latvia.In some cases the injured-parties were under 18.In several cases, the injured-parties were tricked intoSweden with false or flatteringly described joboffers, but preliminary investigations were closedwhen it was not possible to prove that the perpetratorsused unfair means. In the closed cases, theinjured-parties worked on snow clearing, at carwashes and in catering companies. It is worth notingthat the number of cases concerning human traffickingincreased during 2011, in which the smuggledpeople were forced to sell all their possessions orwere indebted to the smuggler, thereby ending up ina vulnerable position.A case of particular interest investigatedat the Border Police DepartmentIn December 2011, a 42-year-old man was prosecutedat the Solna District Court for human trafficking,attempted rape and unlawful threats and assault.According to the indictment, the man had smuggleda 16-year-old Romanian girl through Europe in a carand then housed her, against her will, in a caravan atSolvalla camp site where she was kept under constantsurveillance. The girl was forced to steal food andtobacco on the man’s behalf, goods that the man thensold on, and she was also subjected to sexual abuse.The man was sentenced to a year in prison forattempted rape but was acquitted of other counts.The court dismissed the indictment for human trafficking,since the purpose of transporting and hous-
