projects focused on HIV and AIDS; promoting theparticipation of women, disabled participants andsenior citizens in sport and recreation.• School Sport: Aimed at coordinating, supporting,funding, monitoring and reporting on mass basedschool sporting activities and national school sportcompetitions.The objectives of these measures are to:• Improve delivery of the mass participationprogramme in provinces by monitoring andsupporting all provincial departments in the deliveryof their mass sport and recreation activities.• Increase the number of participants in sport andrecreation by 20% by hosting more festivals, socialmobilisation programmes and sport tournaments in2009/2010. 30Although the new Strategic Plan (2010-2014) presentedto the Portfolio Committee on Sport and <strong>Recreation</strong>continues to focus on mass participation, it tries tonarrow the gap between mass participation and highperformance programmes. Its goal is to develop a transformedsociety by strengthening its relationship with theDepartment of Basic Education in the delivery of schoolsports programmes. 314.2.1 Provincial initiativesIn a speech on 26 March 2010, Sakkie Jenner, theWestern Cape Minister of Cultural Affairs, Sport and<strong>Recreation</strong>, stated that sport and recreation provide analternative to the social issues that plague manycommunities in the Western Cape. School sport istherefore critical in providing access to sport for asmany young people as possible. 34 The Minister furtherstated that, during 2010/2011, two mass participationcentres will be established in each of the 49 WesternCape Education Department and School Sports Circuits,which will provide a total of 98 School Sport-basedmass participation centres. 35The main purpose of these mass participation and highperformance centres will be to:• Create access and opportunity with regard to afterschoolhours sport and recreation activities for allschool going learners.• Develop the skills and capacity of potential athletesat a very young age.• Use these platforms to instill social awarenessmessages (e.g. anti-crime, anti-drug, and HIV andAIDS message).Prior to this, the Directorate: School Sport had beenestablished within the Chief Directorate: Mass Participationto promote the role of School Sport in recreation. 32This Directorate consists of Competitive School Sportand Mass Participation in School Sport programmes. Itreaches about 1 600 schools nationally and focuses oncapacity-building, providing sports equipment for use atevents and sustaining the programme by supportinglocal sports assistants and local leagues and providinglogistical support. 334.2 RECREATION INITIATIVES ANDPOLICIES IN THE WESTERN CAPECurrent participation statistics are not readily availableat a provincial level for the Western Cape.
