3. Procedure for Offzcers not on Active Ditty.<br />

~ Officers and former officers, other than retired, who have<br />

;ervedsince 7 December 1941 and who have been relieved<br />

"romactive duty under honorable conditions may submit the<br />

,hove"Statement of Interest" form to The Adjutant Genral,<br />

Washington 25, D. c., directly,<br />

4. Offzc,er Evaluation Report<br />

Officer Evaluation Reports (form \VD AGO PRT 461)<br />

providea thorough evaluation of individual officers for use<br />

inconsideratiqn for commission in the Regular Army. They<br />

lI'ilI be prepared with extreme care and thoroughness and<br />

. mustbe based on adequate personal information.<br />

- a. Each "Statement of Interest" will be accompanied by<br />

fanOfficer Evaluation Report (form vVD AGO PRT 461)<br />

properly filled out by the immediate commanding officer of<br />

the interested officer, unless the superior officer has insufficientknowledge<br />

of the interested officer to properly evaluate<br />

his qualifications. If Officer Evaluation Report forms<br />

hrenot available, the report will be prepared and forwarded<br />

II'hen they are received.<br />

b. The next higher headquarters to the rating officer will<br />

indorse the Officer Evaluation Report, either indicating<br />

Concurrence or non-concurrence with the ratings given in<br />

SectionsIII, IV, and V of the Officer Evaluation Report and<br />

I orward the file as described in paragraph 2c abO\:e.<br />

c. Officer Evaluation Reports upon which accurate rating<br />

y immediate superiors is impossible because of insufficient<br />

'me of observation, will be forwarded as prescribed in pararaph<br />

4a above, with Side 1 comp!eted as far as practicable,<br />

ny intermediate headquarters having any officer listed in<br />

paragraph 7 of the "Statement of Interest" under its jurisdiction,<br />

will arrange for completion of the report by that ofncer.<br />

In such cases, the indorsement mentioned in paragraph<br />

4b above, may be omitted if impracticable to prepare,<br />

6. Disposition of Applications and Offzcer Evaluation<br />

Reports.<br />

After processing by The Adjutant General, the "Statements<br />

of Interest" and Officer Evaluation Reports will be<br />

forwarded for study and appraisal to the Major Force of the<br />

Army and Navy Club of Manila.<br />

Armv or Service for which first choice is indicated, and return~d<br />

therefrom to The Adjutant General for custody<br />

within 30 days.<br />

7. Additional Evaluation.<br />

The Adjutant General will obtain additional Officer<br />

Evaluation Reports from listed former immediate superiors<br />

upon request from the interested Major Force. These will<br />

be disposed of as prescribed in paragraph 6, above.<br />

8. Distribution of Offzcer Evaluation Reports .<br />

Officer Evaluation Report forms (\VD AGO PRT 461)<br />

and instructions for their use. Officer Evaluation Report Instruction<br />

Booklets (WD AGO PRT 462), will be distributed<br />

through channels as soon as available.<br />

The New Volunteer Army<br />

The building of a volunteer Army will start immediately.<br />

Enlistments in the Regular Army for a period of three<br />

years will be accepted. Qualified individuals now in the<br />

Army who desire to enlist in the Regular Army will be discharged<br />

and reenlisted. Men who have been honorably discharged<br />

from the Army of the United States may be enlisted<br />

if they apply within three months of the date of their discharge<br />

and upon reenlistment will be promoted to the<br />

grade held at the time of discharge. Individuals without<br />

prior service and those who have been out of service for<br />

more than three months may enlist by volunteering for induction.<br />

Such individuals upon induction will be enlisted<br />

in the Regular Army.<br />

Men now in the Army who enlist in the Regular Army<br />

will be granted furloughs up to 90 days depending upon<br />

their length of service. Those overseas qualified for furlough<br />

will be returned to the United States to enable them to<br />

spend their furloughs at home.<br />

In addition, those now in the service, upon reenlistment<br />

become eligible for a reenlistment bonus. The amount of<br />

the bonus is dependent upon the grade of the individual at<br />

the time of his discharge and upon length of continuous<br />

servIce.<br />
