Each VCA isunique and depends on a wide variety of factors, ranging frombranch capacity to broader issues linked to culture and the environment.The principles that guidethe Red Cross Red Crescent VCAUpon reviewing VCA over the past three years, the InternationalFederation has noticed a major transformation within the VCAmethodology. Participants often refer to a changed perspective,not visible to them prior, enabling them to see and do thingsdifferently.The model in Figure 2, p. 12 (Living through time: a sensitivemodel for change in VCA) is a metaphorical representation ofthis powerful transformational property, used to facilitate theprocess of VCA.The model parts are defined as follows:The position of environment refers to the places where VCA isconducted (i.e. village, town, apartment blocks, etc.). Behavioursrepresent the actions taken by people operating within theenvironment. These actions to some extent will be controlled bythe capacities or capabilities that people perceive to have.
