Activities are presentedin the order in which one would undertake them whileimplementing an actual <strong>VCA</strong> (see Box 4. p. 21). Throughout theguide, a number <strong>of</strong> questions are posed for your considerationwhich will help you <strong>to</strong> plan <strong>and</strong> prepare. There are also checklists<strong>to</strong> ensure that you have not forgotten anything. Finally, ‘<strong>to</strong>ol referencesheets’ (TRS) can be found in the ‘<strong>VCA</strong> <strong>to</strong>olbox’ <strong>to</strong> helpyou complete the tasks.While the information provided in this guideline is comprehensive,it is clear that it cannot answer every question. Each <strong>VCA</strong> isunique <strong>and</strong> depends on a wide variety <strong>of</strong> fac<strong>to</strong>rs, ranging frombranch capacity <strong>to</strong> broader issues linked <strong>to</strong> culture <strong>and</strong> the environment.The principles that guidethe <strong>Red</strong> <strong>Cross</strong> <strong>Red</strong> Crescent <strong>VCA</strong>Upon reviewing <strong>VCA</strong> over the past three years, the <strong>International</strong><strong>Federation</strong> has noticed a major transformation within the <strong>VCA</strong>metho<strong>do</strong>logy. Participants <strong>of</strong>ten refer <strong>to</strong> a changed perspective,not visible <strong>to</strong> them prior, enabling them <strong>to</strong> see <strong>and</strong> <strong>do</strong> thingsdifferently.The model in Figure 2, p. 12 (Living through time: a sensitivemodel for change in <strong>VCA</strong>) is a metaphorical representation <strong>of</strong>this powerful transformational property, used <strong>to</strong> facilitate theprocess <strong>of</strong> <strong>VCA</strong>.The model parts are defined as follows:The position <strong>of</strong> environment refers <strong>to</strong> the places where <strong>VCA</strong> isconducted (i.e. village, <strong>to</strong>wn, apartment blocks, etc.). Behavioursrepresent the actions taken by people operating within theenvironment. These actions <strong>to</strong> some extent will be controlled bythe capacities or capabilities that people perceive <strong>to</strong> have.
