66International Federation of Red Cross and Red Crescent SocietiesThe procedure in planning a course of action is set out below:Step 1ConsensusThe community needs to reach a consensus on the priority problems/issues/hazardsfrom all those identified through the VCAprocess. This can be done by a ranking process 11 - based on themost urgent, critical or immediate problems, and on the issuesmost often voiced by community members.Step 2Identifying vulnerabilitiesOnce the priority problems/issues/hazards have been established,the community needs to look at:■ How each of the problems/issues/hazards affects the community;■ Why they do so;■ What types of vulnerabilities exist in relation to each of theproblems/issues/hazards.Useful Tips Towards mitigationThis can be done through the following exercise:■ Divide into groups according to the problems/issues/hazardsidentified. Each group will undertake the same tasks, but inrelation to a specific problem/issue/hazard:■ list all potential risks and impact in relation to the problem/issue/hazard(i.e. structural, non-structural, social,economic, etc.);■ identify vulnerabilities within the community with relationto the problem/issue/hazard;■ reflect on both existing and desired capacities needed to faceor minimize the identified problem/issue/hazard;■ list immediate needs for addressing the problem/issue/hazard;■ list all mitigation actions that could be undertaken.11See reference sheet in the VCA toolbox.

In order to ensure theexercise is successful, the facilitators should make sure that everybodyunderstands what the different terms mean. 12Step 3Defining actions: CapacitiesBased on the information generated through the above exercise,participants can begin to refine their analysis and define concreteactions aimed at transforming vulnerabilities into capacities. Inthis way, communities increase their level of ownership and beginto understand how they themselves can undertake transformativeactions based on the capacities that they already have.12See VCA training guide.
