While the technical departments <strong>of</strong>your National Society should be mobilized <strong>to</strong> help meet theobjectives <strong>of</strong> proposed projects, there will be instances where they<strong>do</strong> not have the capacity <strong>to</strong> help.Indeed, certain projects may require support from outside the<strong>Red</strong> <strong>Cross</strong> <strong>Red</strong> Crescent <strong>and</strong> the community. In that case, youmust ask yourself two questions:■ Who can help achieve the objectives?■ Who should be responsible for issues that fall outside <strong>of</strong> the<strong>Red</strong> <strong>Cross</strong> <strong>Red</strong> Crescent’s m<strong>and</strong>ate or capacity?
