40International Federation of Red Cross and Red Crescent SocietiesB Selection and training of staff and volunteersAlthough VCA is time-consuming and demanding, it also offersstaff and volunteers the chance to gain valuable community workingskills and to participate in a process that is not only enjoyable,but will have a meaningful impact in reducing vulnerability.The selection and training of the “VCA team”, especially at thebranch level, will determine the degree of success of the VCA.Useful Tips Selection of team membersYou will need to decide on the team’s size and composition,based on your selection criteria including:■ Mix: include a mix of board members and volunteers.■ Skills: have a multidisciplinary team, with skilled people fromall areas.■ Gender: ensure as much as possible gender balance, it is ofgreat importance to increase the quality of the assessments.■ Links: a cross-section of volunteers who can connect withdifferent community sectors, such as youth and women.■ Level of education: decide on what level of education is mostappropriate – but, be careful not to exclude people who couldhelp in the process, even if they do not have the required levelof education.■ Other considerations:■ knowledge of the Red Cross Red Crescent;■ good communication skills and is comfortable in workingwith all sectors of the community;■ a knowledge of necessary languages;■ group dynamics skills;■ well-organized;■ facilitation skills;■ patience and integrity.■ Commitment: members must be available and committed forthe whole process, which includes training, practice sessions,actual VCA, data analysis and project planning. They need toshow that they are dynamic and enthusiastic.
How to do a VCA 41KeymessageYou should seriously consider invitingpeople from outside the Red Cross RedCrescent to participate – including representativesfrom target communities, partnerorganizations and local government.For example, National Societies in theCaribbean carried out a regional VCAtraining session in 2004. Participantsincluded representatives from the countries’national disaster management offices.This led to a more effective VCA, with realcooperation and understanding.Once the team members have been selected, sufficient time mustbe allocated to training them in all aspects of VCA. It is vital thatthe team members understand what is VCA and are familiar withthe various community and investigative methods. Experiencehas shown that at least three full consecutive days are needed totrain the team. You should also devote adequate time to the ongoingtraining.Community work is very specialized and that the staff and volunteersmust be properly prepared, if they are to make full use of themodels, methods, tools and materials at their disposal. Yourresource person can help design and implement a systematizedtraining programme that will ensure that the trained staff andvolunteers have the necessary knowledge and skills.
