ATSG-NCSUBJECT: NCO Academy <strong>Policy</strong> Memorandum #15 – Leave and Pass <strong>Policy</strong>9. OCONUS Leavea. Request for OCONUS (Outside the Continental United States) leave will be submitted tothe TSB BN S-1 NLT 40 days prior to the requested leave date. The time period for submissionshould be followed to allow timely processing from the TSB BN through the Fort JacksonHuman Resource Management Center located in the Strom Thurmond Building.b. A requesting leave to travel OCONUS, excluding Hawaii, Alaska, Puerto Rico, VirginIslands, Guam, American Samoa and Northern Mariana Islands, at a minimum will submit thefollowing documents to the TSB BN S-1 NLT 40 days prior to the requested leave start date:(1) DA Form 4187 approved by the Commandant(2) DA Form 31 for approval by the TSB BN Commander(3) AT Awareness Certificate signed by the requesting individual and the S2/S3(4) Flight itinerary (DO NOT purchase a ticket without granted approval of leaverequest; however <strong>Soldier</strong>s can provide a draft copy of their flight itinerary with theirpacket).c. Prior to planning leave to a country classified by the State Department as hostile to theUnited States, or a country experiencing severe terrorist activity or internal unrest, the <strong>Soldier</strong>should contact the TSB BN S2/S3 or log on to https;//www.fcg.pentagon.mil andhttp;www.travel.state.gov to obtain an estimate of the lead time required to obtain permission tovisit the desired country, and any special processing requirement. The <strong>Soldier</strong> will also contactMs. Euli Toatley (Personnel Operations) at 751-6652, to ensure they have all requireddocuments.10. Process for Leave /Passa. Processing time for all Leave/Passes will be no more than five working days. TheAcademy have 48 hours to submit documents to the TSB BN for processing. TSB BN has 72hours to process all documents and forward them back to the <strong>Soldier</strong> or submit to StromThurmond.b. The Academy will use the TSB S-1 Share Point page to track all documents. The link ishttps://cac.tkeportal.army.mil/sites/SSI/TSB/S1/default.aspx. If the document is not logged inwithin 24 working hours, contact the TSB BN S-1 office.c. Leave/Pass begins and terminates on post, at the duty location, or at the location fromwhere the <strong>Soldier</strong> normally commutes to duty IAW AR 600-8-10 paragraph 5-27d.4
