ATSG-NCSUBJECT: NCO Academy <strong>Policy</strong> Memorandum #19 – Non-Tactical Vehicle (NTV) OfficialUse Guidelines14. Operators of funeral detail vehicles shall be permanent party personnel. A minimumnumber of personnel and vehicles will be used in support of these requirements. Senior occupantwill be responsible for the condition of the vehicle.15. Mechanical failure or vehicle damage which is not the result of fair wear and tear ordefective material or workmanship will be considered evidence of vehicle abuse. Whenevidence of abuse is discovered, the apparent abuse will be reported so that necessaryinvestigation and disciplinary action may be taken. Procedures for the processing of damagestatements/Reports of Survey:a. When vehicle damage(s) is discovered, the supervisor of the individual responsible forthe damage(s) will provide the Motor Transport Branch, a statement of circumstancessurrounding the incident. This statement will indicate the supervisor’s assessment of the causeof damage(s) and whether or not negligence is suspected or evident.b. The Command or agency responsible for the vehicle will initiate and process a Report ofSurvey when necessary. Copies of completed Reports of Survey will be provided to MTBOperations.16.
