ATSG-NCSUBJECT: NCO Academy <strong>Policy</strong> Memorandum #22 – Procedures for Random Selection of<strong>Soldier</strong>s for Urinalysis Testingc. Randomization Via Count: The DTP can use the target percentage entered by the user togenerate a count-based selection list for testing. Under this method, the DTP again prepares alist of eligible personnel for testing. A random number is generated between 1 and the totalnumber of personnel on the list. The program then uses the number to count down from the topof the list. The number in that position is selected and removed from the list. The processimitates the method of “pulling names out of a hat.”d. Once 16% to 20% amount of the unit has been selected, the DTP will make available forprinting the personnel to be tested (notification and work copy), the DD 2624s, bottle labels, andtesting registers for all selected members.e. All personnel selected for testing will be contacted by the chain of command. All selectedare required to appear at the urinalysis site at the start time for the urinalysis and provide aspecimen on the date indicated. The only individuals exempt from testing are those who are notpresent for duty because of TDY, Leave/pass, or hospitalization. All others present for duty willtest, to include individuals on sick-call.3. The following procedures currently govern the selection and testing of cadre for uniturinalysis inspections when less than 100 percent of the assigned population is tested:a. On the first Tuesday of each month, the NCO Academy Unit Prevention Leader (UPL)will report to the NCO Academy Commandant for the purpose of selecting a drawer for thatmonth’s random urinalysis testing.b. The Commandant will select a cadre member in the NCO Academy to act as thedrawer. The drawer will act as the responsible party for blindly drawing the numbered tags outof each container.c. The urinalysis participants shall be selected in the following manner:(1) THE ORDINAL NUMBER: The ordinal number is the number showing the positionof the digit of the social security number which will be tested. The numbers one through nine (1-9) will be stenciled on separate identical key tags, shuffled, and placed in a hat, box, or similaritem to conceal the numbers on each tag. The container will then be shaken vigorously and thedrawer will blindly draw one tag out of the container. Without looking at or showing the tag toanyone, the drawer will place the tag in an envelope. The envelope will then be sealed withhis/her initials and date on the seal. The front of the envelope will be marked “ordinal number”.(2) The remaining tags will be placed in a sealed envelope without being viewed. Thisenvelope will be marked as extra tags. The drawer will initial and date the sealed envelope.2
