References:<strong>Army</strong> Regulation 600-85, <strong>Army</strong> Substance Abuse Program (ASAP), dated 24 Mar 06a. Fort Jackson Circular 600-85, Alcohol and Drug Abuse Prevention ControlProgram, 12 Jul 02.b. Military Rule of Evidence (MRE) 313.2. The primary method of random selection will be the Department of Defense Drug TestingProgram (DTP). Currently, individuals are selected using ordinal and cardinal numbers. Oncethe DTP becomes fully operational, the following procedures will be implemented:a. Members are selected randomly. With the DoD drug testing program, a specifiedpercentage or member count is used to generate random tests. The Commandant or primary UnitPrevention Leader (UPL) at the discretion of the Commandant will come to the <strong>Army</strong> SubstanceAbuse Program (ASAP), Building 3250, with an updated unit roster on a floppy disk or CDROM to conduct the random selection procedure for that month. The Commandant and certifiedUPLs will be issued a user name and password by the Drug Testing Program (DTP). Theoptions for conducting the random selection procedures are listed below:b. Randomization Via Percentage: The DTP can use the target percentage entered by theuser on the Pool Management Screen to generate a percentage-based selection for testing. Theprogram first creates a list of all personnel eligible for testing based upon the parameters on thetesting wizard. For each person on the list, a random number is generated from a uniformdistribution between 0 and 100. If this number is less than or equal to the target percentage, thenthat individual is selected for testing. The result is a randomly selected group of personnel that isrelatively close to the target percentage entered by the user.
