Those changeshave made our societies in countless ways dramatically unlike allhuman societies that have preceded them.<strong>Capitalism</strong> is not just about building stuff, in the way that socialistdictators used to exhort their slaves to “Build the Future!”<strong>Capitalism</strong> is about creating value, not merely working hard ormaking sacrifices or being busy. Those who fail to understandcapitalism are quick to support “job creation” programs to creatework. <strong>The</strong>y have misunderstood the point <strong>of</strong> work, much lessthe point <strong>of</strong> capitalism. In a much-quoted story, the economistMilton Friedman was shown the construction on a massive newcanal in Asia. When he noted that it was odd that the workerswere moving huge amounts <strong>of</strong> earth and rock with small shovels,rather than earth moving equipment, he was told “You don’tunderstand; this is a jobs program.” His response: “Oh, I thoughtyou were trying to build a canal. If you’re seeking to create jobs,why didn’t you issue them spoons, rather than shovels?”<strong>The</strong> mercantilist and cronyist H. Ross Perot, when runningfor president <strong>of</strong> the United States in 1992, lamented during thepresidential debates that Americans were buying computer chipsfrom Taiwan and selling the Taiwanese potato chips. It seemedthat Perot was ashamed that Americans were selling mere potatochips; he had bought into Lenin’s view that value is added onlyby industrial production in factories. Economist Michael Boskin<strong>of</strong> Stanford University correctly noted that if you’re talkingabout a dollar’s worth <strong>of</strong> computer chips, or a dollar’s worth <strong>of</strong>potato chips, you’re talking about a dollar’s worth. Adding valueby growing potatoes in Idaho or by etching silicon in Taipei isadding value. Comparative advantage 5 is a key to specializationand trade; there is nothing degrading about producing value, asa farmer, as a furniture mover (I worked with three movers todayto move much <strong>of</strong> my library and I have a very solid sense <strong>of</strong> howmuch value they added to my life), as a financier, and so on. <strong>The</strong>3
market—not arrogant mercantilist politicians—shows us whenwe are adding value, and without free markets, we cannot know.<strong>Capitalism</strong> is not just about people trading butter for eggs inlocal markets, which has gone on for millennia. It’s about addingvalue through the mobilization <strong>of</strong> human energy and ingenuityon a scale never seen before in human history, to create wealthfor common people that would have dazzled and astonished therichest and most powerful kings, sultans, and emperors <strong>of</strong> thepast. It’s about the erosion <strong>of</strong> long-entrenched systems <strong>of</strong> power,domination, and privilege, and the opening <strong>of</strong> “careers to talent.”It’s about the replacement <strong>of</strong> force by persuasion. 6 It’s about thereplacement <strong>of</strong> envy by accomplishment. 7 It’s about what hasmade my life possible, and yours.(<strong>The</strong> only thing that the kings and sultans and emperors hadthat ordinary people today don’t have was power over other peopleand the ability to command them. <strong>The</strong>y had vast palaces builtby slaves or financed by taxes, but no indoor heating or cooling;slaves and servants, but no washing machines or dishwashers;armies <strong>of</strong> couriers, but no cell phones or Wi-Fi; court doctorsand magi, but no anesthetic to ease their agony or antibioticsto cure infections; they were powerful, but they were miserablypoor by our standards.)<strong>The</strong> History <strong>of</strong> a WordFree markets, understood as systems <strong>of</strong> free exchange amongpersons with well-defined, legally secure, and transferable rightsin scarce resources, are a necessary condition for the wealth <strong>of</strong>the modern world. But as economic historians, most notablyDeirdre McCloskey, have convincingly shown, they are not sufficient.Something else is needed: an ethics <strong>of</strong> free exchange and<strong>of</strong> wealth production through innovation.A few words about the use <strong>of</strong> the term “capitalism” are in order.<strong>The</strong> social historian Fernand Braudel traced the term “capital” tothe period spanning the twelfth and thirteenth centuries, when itreferred to “funds, stock <strong>of</strong> merchandise, sum <strong>of</strong> money, or moneycarrying interest.” 8 Of the many uses <strong>of</strong> the term “capitalist” thatBraudel catalogued, he noted dryly, “<strong>The</strong> word is never . . . used4
