PREFACEConservation reserves in Western Australia, such as marine parks, national parks, marine naturereserves, nature reserves and other reserves are declared under the Conservation and LandManagement Act, and are vested in the National <strong>Park</strong>s and Nature Conservation Authority (NPNCA).<strong>Marine</strong> <strong>Park</strong>s are managed by the <strong>Department</strong> <strong>of</strong> Conservation and Land Management (CALM).Fisheries activities in <strong>Marine</strong> <strong>Park</strong>s are regulated under the Fisheries Act and managed incollaboration with the Fisheries <strong>Department</strong>.The NPNCA is responsible for the preparation <strong>of</strong> <strong>management</strong> plans for all waters and land that arevested in it. <strong>Plan</strong>s are prepared by CALM and released as drafts for public comment. Afterconsideration <strong>of</strong> public comment, the NPNCA submits the revised plans to the Minister for theEnvironment for approval.This document was approved by the Minister for the Environment on 30 January 1992 with theconcurrence <strong>of</strong> the Minister for Fisheries.The <strong>Marmion</strong> <strong>Marine</strong> <strong>Park</strong> Consultative Committee was established to integrate <strong>management</strong> betweenCALM, State Government agencies and local authorities with <strong>management</strong> responsibilities within, andadjacent to, the <strong>Marine</strong> <strong>Park</strong>. The Committee is comprised <strong>of</strong> representatives from the Fisheries<strong>Department</strong>, <strong>Department</strong> <strong>of</strong> <strong>Marine</strong> and Harbours, Ministry <strong>of</strong> Sport and Recreation, <strong>Department</strong> <strong>of</strong><strong>Plan</strong>ning and Urban Development, Stirling City Council and Wanneroo City Council. It played amajor role in the preparation <strong>of</strong> this <strong>management</strong> plan.i
