The use <strong>of</strong> boats has increased dramatically in recent years. It is important that <strong>management</strong> is able torespond to the varying needs <strong>of</strong> boat owners. The capacity to manage boating activities, including theprovision <strong>of</strong> boats and qualified staff, will need to be assessed at regular intervals.Actions1. Provide information for boat users on safety requirements, conditions at sea andboating ethics as they pertain to the <strong>Park</strong>.2. Ensure boating equipment and safety standards, set by the <strong>Department</strong> <strong>of</strong> <strong>Marine</strong>and Harbours, are encouraged (in accordance with the <strong>Marine</strong> and Harbours Act)within the <strong>Park</strong>.3. Develop appropriate boating restrictions in <strong>Park</strong> waters, in consultation with the<strong>Department</strong> <strong>of</strong> <strong>Marine</strong> and Harbours, to ensure protection <strong>of</strong> conservation and othervalues, and safe use <strong>of</strong> the <strong>Park</strong>. Protect divers and snorkellers between theBoyinaboat Reef and the southern wall <strong>of</strong> the boat harbour by prohibiting boats inthis area.19.5 SURFACE WATER SPORTSWhere conflicts arise between surface water sports (including wind surfing, sailing, water-skiing,paddle boats and surfing) and other recreational activities in the <strong>Park</strong>, certain uses will takeprecedence over others. Appropriate guidelines and controls are required to ameliorate potentialconflicts.The case <strong>of</strong> motorised craft, for specific recreation activities, such as jet skiing and water- skiing, mayconflict with other uses <strong>of</strong> the <strong>Park</strong> and need to be confined to selected areas. At present, one area hasbeen designated for water skiing. This sport has priority use in this area, however, water-skiing is notpermitted elsewhere in the <strong>Park</strong>. It is possible that there are no suitable areas for some activities in the<strong>Park</strong>.Actions1. In general, where conflicts arise between surface water sports and uses which areorientated towards passive appreciation <strong>of</strong> the marine environment, give priority tothe latter activities.41
