Stringently assess concession operations in Sanctuary and Recreation Zones.21.1 COMMERCIAL FISHING CHARTERThe potential for an increase in charter fishing operations in the <strong>Park</strong> is high. Regulation <strong>of</strong> thefledgling industry in the <strong>Park</strong> is required to:• protect the resources <strong>of</strong> the <strong>Park</strong>, which are the basis <strong>of</strong> the industry, from overfishing;• ensure that high standards are maintained and that <strong>Park</strong> visitors have a quality experience; and• ensure that the commercial viability <strong>of</strong> the industry is sustained by regulating the number <strong>of</strong>concessions.Charter operations should develop a common code <strong>of</strong> ethics and standards <strong>of</strong> service. When a boat ischartered for recreational fishing by amateurs, all fish caught must be in accordance with regulationsset down for the <strong>Park</strong> including, fish must not be sold for commercial gain.Actions1. All fishing charter vessels must operate in accordance with CALM policy onconcessions and meet the requirements <strong>of</strong> the <strong>Department</strong> <strong>of</strong> <strong>Marine</strong> and Harboursand the Fisheries <strong>Department</strong>.2. Allow charter fishing in the General Use Zone only.3. Subject commercial fishing operators to a permit. Design appropriate conditions.47
