Four wheel drive access for beach seining requires approval from local governmentauthorities.21.0 COMMERCIAL CONCESSIONSCommercial concessions may be granted on CALM managed lands and waters to provide appropriatefacilities and services for visitors. Proposals are carefully considered by CALM and may requireapproval by the NPNCA and the Minister for the Environment. Concessions must be consistent withthe purpose <strong>of</strong> the <strong>Park</strong> and the protection <strong>of</strong> its values. Facilities or services which exist or can bedeveloped elsewhere in a way which adequately meets visitor needs should not be provided on CALMmanaged lands and waters.Lease, licence or permit arrangements can be mutually beneficial to CALM, the commercial operatorand the public. Commercial operators may be able to assist CALM with some <strong>management</strong> tasks andthus 'free up' scarce resources such as ranger time. CALM is likely to undertake those commercialactivities which:• are environmentally or socially sensitive; or• are <strong>of</strong> important educative or interpretive value to visitors.<strong>Department</strong>al policies will need to be implemented consistently and impartially, and areas andconditions <strong>of</strong> operation will need to be clearly defined.Actions1. Glass-bottom reef-viewing tours, charter fishing vessels, dive tours and any otherservices provided by private commercial operators within the <strong>Park</strong> will be subject toassessment and permits issued by CALM under standard concession arrangements.2. Commercial operators who hire equipment or other services within the <strong>Park</strong> will besubject to assessment and permits issued by CALM under standard concessionarrangements, after liaison with the <strong>Department</strong> <strong>of</strong> <strong>Marine</strong> and Harbours and localauthorities.3. Design the permit conditions to ensure environmental protection and higheducation and service standards are maintained.46
